You can actually just sit on the questgiver for a few seconds and he pops up.

I show this quest available with questhubber - as its the only quest available on the map on a particular toon, however I cannot do it, or find any link to it - but the achievement tracker says I have done 116 out of 125 total quests in the area. Anyone else with this issue?

The quest glitched out on me and I was forced to abandon it. I went back to Kor the Immovable - no Pebble. Out of curiosity I went back a couple days later, dismounted and just stood next to Kor and after about 30sec Pebble randomly spawned nearby with a quest for me.
Also, when I completed the followup quest "Petrified Delicacies" Pebble disappeared again. He didn't reappear until I landed and then dismounted.

I was reading comments on wowhead for this quest while i watch in game and pebble was next to me :) nice

odd....my quest log shows that I completed the two quests following this one, but not the quest Pebble itself. I've done the one where you take him to the crystal formation, then the one where you collect the petrified bats to feed him, but it still shows that I haven't completed the quest Pebble. Suggestions?

This quest is missable. While doing quests in the area, Pebble may appear near you, and the quests he gives you is part of the chain. This is a breadcrumb quest in case of the rare circumstance that he doesn't appear to you while you're questing so as to inform you what you need to do next (wait for him to appear), or just in case you're oblivious enough not to notice that little blue questgiver following you around.

I don't thingk you can have both pebble and clingly quests at the same time. I was looking for the pebble quest, did some research then decided to abondon clingly and the pebble quest showed up.

You can get Pebble as a companion pet by completing ten times to earn the 石头爱好者 achievement, of which Pebble is a reward.
