This is a breadcrumb quest leading low level characters to Azshara.

It appears that if you are already over a certain level or have already discovered Azshara, then this quest will not be available any more.

20 quest at that board and I cant get any of this
and worse . I am stuck at 72/80 quests in Ashenvale, and that scout report which is folow up
will bring 3 quest...

Forget the old Azshara, this one has (literally) been reworked to be a symbol of the Horde.

All the quests have been updated, the area looks fairly different, there's the giant face of a goblin looming in the side of a cliff. A connecting road allows for easy access of the entire zone for a toon with no mount.

It was made for goblins.

Level 17 undead protection warrior; I already had "Conscript of the Horde", "Ak'Zeloth", and "Beyond Durotar" open; I walked up to the board and "Warchief's command: Northern Barrens" was available, but "WC: Azshara" wasn't. I know that I've gotten this quest as other Forsaken characters, so I'm not sure what's going on.

Edit: as a second character, I accepted both WC quests early, but Gor the Enforcer wouldn't give me "Beyond Durotar". The smart money says that accepting either "WC Azshara" or "Beyond Durotar" prevents you from being offered the other, even though that's not how the Northern Barrens breadcrumb quests work. However, I will need to try with a third, much lower-level character to confirm.
