In case anybody was wondering you actually have to use the Blackrock disguise in order to talk to the guy to turn in the quest.

If you can't seem to get this quest, fear not! You must first complete Stebben Oreknuckle's three quests as well as the listed prereq (Taking the Horn for Ourselves). After that this one becomes available.

I had to complete the 3 quests given by Stebben Oreknuckle nearby (Prove Yer Allegiance and Scrapped Golems together and then Golem Training) for this to become available, even though I had done the previous quests in this chain.

Guide to Burning Steppes quests:

Optional breadcrumbs:
Hero's Call: Burning Steppes or Mouton Flamestar

Do anytime before leaving to Chiselgrip:
Done Nothing Wrong

Keeshan is back with either:
Burning Vengeance if you did the Redridge chain or Burning Vengeance if you did not.

These three at once:
Stocking Up
A Future Project
Mud Hunter

Then:
The Sand, the Cider, and the Orb

These two at once: Warlocks Have the Neatest Stuff and Shadow Boxing

Then:
Return to Keeshan
Chiselgrip, the Heart of the Steppes

Enables these quests, which must be completed before General Thor'izog in the main chain:
Prove Yer Allegiance
Scrapped Golems (leads to Golem Training)

Main chain continues:
A Needle in a Hellhole
A Perfect Costume (4 versions) Read the quest carefully. What creature disguise do you need?
---> Orc (given to Humans and Dwarves): 2 Hides, 4 muds, 2 thread
---> Goblin (given to Gnomes): 1 hide, 3 mud, 4 thread
---> Troll (given to Night Elves): 3 Hides, 2 mud, 1 thread
---> Ogre (given to Draenei and Worgen): 4 Hide, 1 Mud, 3 thread

Then:
Into the Black Tooth Hovel
Grunt Work
Look in your quest log -- Strategic Cuts has silently appeared
The Kodocaller's Horn
Taking the Horn for Ourselves
Until Blizzard fixes it, when you turn in this quest, you will get a failed quest sound
with "You don't meet the requirements for that quest". Don't panic.

You must by this time have finished Stebben's quests, listed above.

Trial by Magma
I Am the Law and I am the Lash
When you accept the above, look for Abuse of Power in your quest log

Then:
Enough Damage for One Day
Morgan's Vigil

Completing that quest allows for these four together:
SEVEN! YUP!
Blackened Ashes
A Heap of Delicious Worg
Latent Demons of the Land

Then these three together:
Blood Tour
Draconic Vanguard
A Deal with a Dragon

Given when third one above is completed: Placing the Pawns

Then these three:
A Delivery for Thorg'izog
A Delivery for Neeralak
A Delivery for Zi'lun

Auto-accepted when above three are done:
Locked and Loaded

And the epic conclusion:

I lost my disguise before getting this quest... Is there a way to get the disguise back?

I had this quest in my log a day or two, with my disguise on for all of it. I went to go turn it in at the General, but he was red to me and not a quest finisher.

Took Wowhead advice, dropped the quest, went to the tailoring table, but no way to retrieve another orc disguise. Not sure how to proceed.

So again, if you lose your disguise look in your bag. It's a red swatch of cloth called Blackrock Disguise. It's not at the tailoring table or with the tailor. You have to check your inventory. =)

I am having problems with this quest as well,
The General and all the Horde character's names appear red and when the cursor is over them I see the sword symbol. I am unable to talk to them or attack them though (because it says they are friendly).
Ive tried taking off the mask, (which didn't work, even though it was destroyed and not in my bag it was still on my characters face) and abandoning then restarting the quest and tried making a new disguise/mask, after destroying the first one.
No matter what I do I am unable to interact with the General or any of the Horde characters. :(

I had the exact same issue, Gainsa. Drove me mental! Spoke with a GM and he got me square away. You'll need to reset the UI via the following instructions.

Right-click your WoW shortcut and left-click on "Open file location." In the folder, locate and delete 3 files: INTERFACE, WTF, and CACHE folders. Then its simply a matter of logging off and back onto your alt. :)

General Thorg'izog is one of the "big three" that run the ground forces here in Burning Steppes. He does so from the Blackrock Stronghold to the northwest. Put on your disguise and go speak with him. See if you can earn his trust. Troteman will be in touch, should we need anything further.]
