I got the quest from a crafting item in Inscriptions. The quest turn in for this is Darlene Stokx. I found her in old town behind the PvP vendor room. She is a riding trainer too.

I had made 2 of the documents, so I turn the quest in twice. I got 10 gold 86 silver 39 copper the first time and 10 gold 82 silver 50 copper the second.

This quest (and the Horde version) will be quite useful to dump the extra Blackfallow Inks you'll get from farming the new Darkmoon Cards as this now requires 10 Inferno Inks (=20 Burning Embers)

Because there isn't a way to exchange Blackfallow Inks to Inferno Inks yet (though this might be added later).
(like we had for Ink of the Sea to Snowfall Ink)

edit : it seems the exchange has been added : 1 Inferno Ink = 10 Blackfallow Inks

You can also turn this quest in to Thomas Miller, the baker who wanders around SW Trade District. (For him, the forged documents apparently say you found a mouse in one of his bread loaves...)

It appears the recipe now has a 1-day cooldown, I was only able to generate 1 document and now have to wait ~20 hours to make another.

Turned in the daily at 11:08:50 server time to Thomas Miller and received 25g 1 Silver and 18 Copper. The Cooldown remaining is listed at 12 hours 51 minutes... which would be midnight server time.

Info Update:
CD resets at midnight server.
There is multiple NPC's that you can give the forged documents to. I have seen rewards ranging from 10g to 25g. Each person has a value, for example I get 20 something from the guard near the SW bridge.
If anyone finds a NPC with a reward higher then 25g please post.

The higher the Level of the NPC you go to the Higher the reward. Field Marshal Afrasiabi = 20g+ reward. Note all the possibities show up on the mini-map with a yellow "?".

When you turn this in, the NPC will usually give you some kind of response. The responses tend to be humorous, and highlight the immorality of this quest and your character's presumed ethics for doing such a thing:

Master Mathias Shaw (the chief spy):
Master Mathias Shaw eyes you suspiciously.
Master Mathias Shaw says: Her bag of gold should be in the mail! It's insulting she sends someone to collect from me while I'm working.

Annoyingly, Auctioneer Chilton says nothing when you turn this in to him.
