If you had troubles turning the quest in like I did here's what ya do.

In the destroyed room where all the mobs are on the lower level there is a small doorway leading down to the basement .It is on the side of the room facing the docks.Hope this helps.

If you are like me and for some reason could not find the basement, and subsequently Jack Bauden, hopefully this will help:

Approach The Old Barracks from the southeast and head to 38,59 and fly in the window there of the second level (or drop from above or whatever; this is the room you want to start from). Inside there will be two collapsed passageways heading northeast and southwest. Over by the southwest passage, there is a stairway leading down - for some reason, I missed this the first 5 or 6 times through. It is at 36,57, and Jack is in the room downstairs in the northeastish corner.

Ok, took me half an hour to figure this out (maybe longer!), but if you go to the SLIM window on bottom level, across from firepit below, there is one guy to kill on the outside and then go in bottom window....i flew in there on magic carpet... it looks like it is one big window with a board in middle, but is actually two windows. You can see the dude sitting on the floor through the bottom one.Only one baddie in the room and the fella ya need to talk to is in the corner.

Actually there is a little fissure on the bottom of the south side of the building.
Go at the very bottom, slay the cultist hanging around on the grass and enter with a slim flying mount. Inside the room there's just another cultist, and the NPC you need is in the corner.

Handy, if you killed the 6 cultists on the top, like i did.

It may help if you think of the building as a standard alliance keep. The model has been used lots of times and this is just a destroyed version of it. An example is the keep where you do most of the quests in Honor Hold in Hellfire Peninsula, and it's the same as the one you're in when you rescue Thrall in Old Hillsbrad Foothills. Maybe this will help you find the basement entrance. ;)

You can fly into the room and turn the quest in while in mid-air. That way you don't have to kill a single mob.

Not being very good at this game I had to resort to dying.
I got into the tower and died. When you go back around the west side you can climb up the block like sloping structure and get back inside. It doesn't take too long. Then after exploring, dead, I found Jack in a corner at the bottom. Am a Druid and went to the corner away from Jack and when the patrolling characters were at a good distance I came back to life and shifted into my stealth character (probably not necessary), then when they were again at their farthest from Jack, I ran to him and completed the quest and got the next quest before they killed me.
Then from the graveyard, just go to the revive spot, outside the keep, and you are all set for the next quest. Hope this helps someone awful like me...

On the way down in the basement, you will encounter several Crazed Cultists. You can easily get all your kill on your way down.
If you (like I) killed them all outside the building, you hop on to your flying mount and fly all the way down in the basement, avoiding getting into combat to save some time!
