As the previous poster mentioned, this has been replaced with "Glyph of Ghoul".

However, there is currently a minor glyph called "Glyph of Raise Dead" - however, it is a Minor Glyph - "Use: You generate 20 runic power whenever you summon a ghoul." https://www.wowhead.com/cata/item=43673 (Current as of 3.03)

the only change made was that its now a minor glyph and still exsists

As of patch 3.0.8 this glyph will no longer grant your ghoul more strength. Instead, it will make your Raise Dead to no longer require any reagent, henceless of any dead humanoids in the area or not.
