Definitely going for this on my Paladin. Plus Kalu'ak faction doesn't seem hard at all. At 71, I can do 2 dailies for a total of 1100 rep.

IMHO most easily gained weapon when focused on spellpower. Worse than Gavel of the Brewing Storm and Flameheart Spell Scalpel but:
First - reputation with Kalu'ak is easily obtained (compared to Kirin Tor and Wyrmrest Accord)
Second - usable from level 78. There is no such comparable single-hand weapon at that time even from dungeons. See this overview.
I think I paid 50g for it - on Revered rep.

Pair this with the easily attainable https://www.wowhead.com/cata/item=38458 (Horde) or https://www.wowhead.com/cata/item=38459#comments (Alliance) And you have a very strong setup till 80.

Confuses me to see the druid form stats here, when I cant see it in game - does that only show in game for druids, or is this wrong?

It should be noted that it has a teal lightning graphic that arcs outward of the weapon every few seconds. You can see it occurring in the screenshot (trying to point out that it's not due to an enchant (The effect remains the same and persists through shadow form as well, the weapon becomes a dark purple, the effect remains te same)). Looks wicked :D
