This is a quest-item dropped by Morphaz for alliance and horde mages. The quest is attained at level 50 - every class (except DK) has a quest they can get at level 50 for ST.

It has a 100% droprate, don't be scared by that 7% there. So many people who aren't actually mages, and even mages without the quest, run this instance, and they can't see that it drops it, so the droprates get a bit twisted. Every quest-item for ST class-quests is 100% droprate.

Fire Ruby, one of the rewards to choose from, is quite a nice trinket. You can use it with your other trinket, that has a use which increases spell power by xxx for xxx - such as:
Figurine - Ruby Serpent (Jewelcrafters only)
Vengeance of the Illidari (Outlands-quest, 58 min. attain)
Draconic Infused Emblem (Boss-drop from Upper Blackrock Spire)

You will get alot of spell power for your, lets say, next Pyroblast. Sheep - pop both trinkets - Arcane Power, if you have it - cast Pyroblast!

(If constantly used, increases mana regeneration by 6,9 per 5 seconds)
