I NOMINATE THIS, THE MOST USELESS ABILITY IN THE GAME !

You have to use an empowerment ability with an 'over time' component after tip the scales and if you are in a group, a random player, in range, will be chosen and for just 10 seconds - there is an unspecified chance of 15% of the randomly chosen players damage or healing being repeated , whichever they happen to be doing at the time.

This has to be the most unusable talent in the game. The only way this is of any interest is if the math was so great you got 100% chance of 100% repeated and it was the nearest player (so you could stack healers and buff healing pool).
