As the attached buff points out, this rewinding isn't instant, it essentially applies a "HoT" to the party and it takes another 4s to process the healing. Note that it is instant without any cast time, making it more akin to Revival than the channeled raidwide spells like Hymn or Tranquility. I mostly use it to flatten damage spikes.

For talents, I strongly recommend Temporal Artificer, shortening the cooldown. Erasure does nothing to reduce the total cooldown, meaning you essentially halve the the cooldown rate for zero increase in throughput. In the 8 minutes it would take to charge back both charges (which cast at half potential), you could have cast nearly three full-size Artificer casts. Unless you have something very specific in mind you intend to use Erasure for, the fact that it makes the Rewind take longer to get the same amount of healing seems like a pretty bad deal to me!
