Somehow if your character is straight from Lemix, you are in a different phase in Org, All the NPCs are gathered in the Command Board thats why the NPCs are missing in the Shadow Cleft. Any solustions?

There is a different dialogue for any shadow/void users (shadow priests, warlocks, devourer demon hunters):

The cult of twilight has long been dedicated to ending Azeroth. That they ally with Xal'atath is no surprise.
If the Twilight's Blade are indoctrinating citizens, we must stop them. Scour the Cleft of Shadows for cultists and end any you may find.
The cult's rhetoric may appeal to you. Save your fraternizing with the Void for after we have destroyed Xal'atath and her Twilight's Blade.

If you're missing quest mobs in the Cleft as a demon hunter, you may notice that Orgrimmar is in a different phase where most townspeople are gathering in front of Grommash Hold.

After you walked through from the Dornogal portal to Org. and leave the portal room, you may find Archmage Khadgar at the entrance corridor of Orgrimmar offering the quest: Audience with the Warchief. This quest led me outside of Orgrimmar's gate (Second Sight) where I finished the 2-3 outside quests and the quest mobs in the Cleft were finally visible when I returned to the Cleft.

This is what I tried so far having the problem where you cannot see the sus citizens during this quest:
Did the Shadowlands introductory quests up to skipping all the way to Korthia.
Did the TWW introductory quest, skipping to Dornogal.
Did the BFA introductory quest up to when you get the Scouting Map.
None of the above worked.

What I noticed is I have a lot of duplicated NPCs and vendors on top of each other in Org. When you go back to Chromie, a lot of NPCs disappear and you get back into the normal phase. But when you leave Valley of Spirits, you immediately get pushed back to the wrong phase... Seems like the timeline and the phasing stopped somewhere after Vol'jins death on the Broken Shore, because the throne room in OG is closed and they are burning the poor fella before OG. I hope they fix this soon.

EDIT: So I may have found a way to fix this bug on my mage:
I went to the eastern docks in front of OG where I found Eitrigg. He gives you the quest Fate of the Horde. So I flew to Grommash Hold where I did not find Saurfang in front of it, and I couldn't get inside because of a wooden wall. I noticed that when I enter Orgrimmar I am in a different phase and the wall is not there. So here is what I did. Its a bit tricky part: You enter Orgimmar and you have to fly as fast as you can into Grommash Hold. If you cant fly fast the wooden wall texture which closes Grommash Hold will load in which will deny entrance. If you can fly past it before it loads, you should be good to go. I flew all the way in until I saw Rokhan standing before the throne. There was nobody I could talk to for the quest so I went back and got teleported out... The wall was there but so was High Overlord Saurfang. So I talked with him and did the quests up to Keep Your Friends Close. After I handed in the quest I could see the Suspicous Citizens.

Do this. Follow his path. you may need to do it a few times but it works.

You can bypass this quest. Take the zepplin from Orgrimmar to Grom'gol in STV (the Cataclysm portal to Twilight Highlands wasn't there) and fly to Twilight Highlands to continue the event.

The suspicious citizens weren't showing up for me while playing my legion remix Demon Hunter.
I also couldn't see Eitrigg nor Khadgar so nothing worked.

The solution that actually worked for me was going back to Dalaran, speaking with Archivist Elysiana - she's inside the Violet Citadel, to the left.
You can interact with her and "re-start" the Legion invasion questline.

As soon as I spoke to her and accepted "Calling the Council", Orgrimmar was fixed and I could see the Suspicious citizens.

This quest still shows up on Orgrimmar map as a huge yellow exclamation mark. But Rommath is nowhere to be found and as far as I understand, this quest is no longer available because it was only a part of the prepatch event (correct me if I'm wrong).
Blizzard, you stupid pieces od @#$%, let me do the quest or remove it from the !@#$ing map. It drives me nuts.

Description

The cult of twilight has long been dedicated to ending Azeroth. That they ally with Xal'atath is no surprise. If the Twilight's Blade are indoctrinating citizens, we must stop them. We cannot permit the weak to fall to the Void's dark designs. The Cleft of Shadow is home to many practitioners of unsavory magic. Identify and end any cultists you may find there.
