You must interact with the purple cloak/vial Locus-Walker is holding in his hands!

I had some challenges with this one, you need to click on the tiny item in front of the Locus-Walker, the actual ribbon.

I had to exit Phase Diving to see and click on the item in Locus-Walker's hand. Wasted a lot of time trying to figure out why I couldn't see the item to click on it. Hopefully this helps somebody else (or maybe Blizzard will fix the issue so you can click on the item both in and out of Phase Diving.)

Description

During the Devouring War, I witnessed the horrific results of the All-Devouring's presence. A mortal being cannot approach him at the manaforge. He is the entropy of the end, and you are just flesh. Xal'atath knows rituals from across the Great Dark Beyond. With the power of the Reshii Ribbons, she was able to transform the K'areshi so they could withstand Dimensius. Alleria will not like this plan. You must convince her!
