If it's unclear where to go. You basically fly straight into pit/tunnel in middle of city and go down into the depths. It was unclear since it was playing marker in sky instead of in pit.

I hope they change the text for this quest. One of the objectives says something like "(Optional) Exit to Dornogal". I couldn't understand what that meant. It seemed like they wanted me to exit the city.
