You insert the power cells into a console that is about 10 yards north of Speaker Brinthe, on the same wooden deck. The console is the rectangular box atop the wooden pallet, but it is covered in some leaves, which makes it slightly harder to see.

You can turn off your UI (default `ctrl + z`) and sparkles will start to shoot out of the console.

If you kill him by mistake like I did just drop the quest and pick it up again. doing the console stuff will summon him again right away

Nowhere in the quest does it say WHEN to siphon the power from the elemental, so naturally you're going to kill it and siphon it off. Don't feel bad for blizz's lazy instructions.

Activate the Excavated Console and use the device to defeat the Sargassum Guardian in Golgrin's Reach.
