I believe this is a Necrolord only quest as it works with the stitchyard.

If anyone is having issues with the gate not opening when you pull the chain, there are two chains. One is for a treasure, and the other is for this npc. When I pulled the chain for the treasure I bugged out the chain for the NPC down at the end of the hallway (straight forward when you go into the underground).

The CORRECT chain is in the right hallway before you get to the large room in a little side room to the right. (See screenshots)

The WRONG chain in at the end of the left hallway in one of the 3 rooms.

When you pull the correct chain you will see the quest available to pickup from Miru. You only need to kill one enemy very close nearby and then after turning in the quest, Miru will appear in your stitchyard.

If you pull the Vault Chain first instead of the Cell Chain, you will not be able to pull the Cell Chain until server reset the next day.

Description

Many of us struggled to free ourselves when Gharmal imprisoned our souls here, but none more than Bacilia. She was a great champion, but the confinement drove her mad and darkness consumed her soul. Though we tried to reason with her over the course of eons, it is clear that there is no coming back for her. Please end her misery.
