looks like the Vil'thik Warriors and Quickblades are the only ones that drop the quest item.

ETA: looks like mobs on the wall can also drop the blades, just mind the elites!

This quest is horrible. From all the enemies in the area only a handful of them actually even drop the weapons with an abyssal drop rate on top of that. Don't bother with it if the Vale is filled with other players.

Best place I found was along the wall with Dread Wastes. Mobs don't start with "Vil'thik" as noted in the quest info but they drop the item as well and wasn't over populated.

The Zara'thik Skirmisher seem to have a good drop rate. They are up on the wall mostly

These god damn blades are so rare you can more quickly kill the Empress 12 times.

Try to run on the high walls, a bit more mobs spawn there.

Best farm for these is on the wall to the north, around the area where the quest marker ends, there is a camp of Shado-Pan Archer NPCs shooting down Vil'thik Swarmborn. You can kite nearby Zara'thik Skirmishers to them and take them down faster.
Additionally, in the room where the weekly Empress WQ is you can find more skirmishers but some are surrounded by high HP guards

This quest is garbage. The only thing the quest says is Vil'thik will drop it. But if you look at the tooltips on most of the Vil'thik mobs and they don't list this quest.

So either the tooltip is bugged or you need to find the very few mobs that list this quest on their tooltip.

Humorously the mobs on the wall do list this on their tooltip but they aren't Vil'thik (they're Zara'thik). And not all the Zara'thik list it on their tooltip, so not sure I'd recommend grinding here. The elite Zara'thik's don't list it on their tooltip which makes it a pretty annoying grind.

Sad statement that ppl get paid for producing this garbage...

I'm going to pass on this quest in the future. But if you want to do it, probably your best best is an area called the Five Sisters at 16.50 44.41 At least every mob there has the potential to drop the blades.

I genuinely stopped this quest just to come and leave this comment because in my 14 years of playing this game, this is by far my least favourite quest. The mobs obviously tag to a faction when hit, but the problem is there are so few of them compared to the scores of other mantids. And even if you GET your tag, it isn't a 100% drop so you wind up wasting upwards of an hour to do one stupid daily. I know no one is making me do it, so my sourness is not necessarily warranted but I also know I can't be the only one frustrated.

Also a good and imo fast way is at 17,45.
The Amberseeker and Amberguards all have the chance to drop and respawn quite nicely.

This is minor in comparison to some of the other comments, but in case anybody else is having any trouble finding the questgiver, it's Forgemaster Han. He is inside the Silent Sanctuary. Entrance in Mistfall Village at 39.92, 75.29

If you are geared enough, contrary to what a lot of other posts here are saying, the wall is by far the best place to finish this quest. The elites there have a much higher drop rate. The mobs are also tightly packed so its easy to get a nice group. I received 4 blades in one pull.
