PTR at it's finest: When you reach Poen Gillbrack, Nelu diasppears and you cannot hand in the quest.

Click on the Calling Conch inside the Newhome base if the quest bugs out. Neri will come back and let you pick the quest up again.

You will pass 2 naga and a flying squid (40/46ish) on the way to the first scout's location. Unless you get stupid close they won't bother you. But the second scout's location is back the way you just came and these mobs now aggro. I 'think' that the trigger is when you examine the second scout's location. Also stealth made no difference. I wouldn't bother with it as it will just slow you down.

It seems you have to find Poen last. I found him second, didn't get credit, went back to find Sandel, and then got credit for Poen when I found him the second time.

"Settling In" is a prerequisite. You get that quest after the welcome to Nazjatar ach.

Apparently, I somehow finished this first quest without realizing it, then tried all the suggestions above, plus exploring Nazjatar with no quests found, and this quest wasn't active--effectively stalling my progress to opening up world quests. So, I proceeded to the marked locations to "find" the missing scouts without any active quest...On reaching Poen, he gave me the next quest in the progression--Save a Friend. Posting in case someone else gets "stuck" as I did.

Find the scouts. If you lose Neri, return to the conch to call her.

Description

Some of our scouts have not returned. They have been keeping an eye on the Zanj'ir Slave Pens. The naga there take our people. They break their minds. Our scouts watch them, and when there is a window, they rescue them. Something is going on. We need to get them home!
