Guests at Grommash Hold showed up as available on the map but the room was empty.

In order to begin this questline, you must first:

Have the Battle for Azeroth expansion
Complete the Secrets in the Sands questline.
~~Reach exalted reputation with the Voldunai~~ (No Longer Required as of 9.0.1)

This quest is part of a chain of quests that unlock the Vulpera allied race for the Horde. The questline consists of 25 different quests but doesn't take a significant amount of time to complete (around 1 hour with BFA flying). Upon completion, you will unlock the Vulpera allied race, receive the Caravan Hyena mount, the Nomi's Vintage toy, as well as earn the achievement, Allied Races: Vulpera (Hidden Character Achievement). Although it consists of 25 quests, many of the quests can be accepted/completed at the same time.

This quest may have a required level. I finished the Secrets in the Sands achievement but the quest from Ji Firepaw is gray at level 42.

You must be max level (120/50).

Which sounds slightly silly to have to detail, but for some reason it didn't click in my brain. The quests require you to go to several higher-level zones, and complete a zone you won't even have access to until you are running in Battle for Azeroth content anyway, so don't be like me and herpa-derp through a bunch of other quests thinking you have to complete other quests in the area to unlock it. My character who has never touched a single Orgrimmar quest was able to run over and pick it up once I actually thought about it for a moment and realized I probably had to be max level.

The character I first attempted it on hit 49 while doing the Highmountain unlock, and it wasn't available then. Thus, my level reasoning.

Anyway, have fun with your foxes!

I am attempting to help someone get Vulpera race open , Note I have it already , he has all the requirements to get the allied race unlock questline. But we dont see Baine in embassy what should we do

is it normal to be able to pick up this quest if i dont have secrets in the sand completed in the same character?
Have the achievement completed on my lock, but picked this quest up on my mage... will this still work to get allied race?

Starting from patch 10.1.5, all restrictions for unlocking Allied Races have been removed, with the exception of a level requirement.
All Allied Races can now be unlocked once you have a level 40 character on your account (was level 50). Blue post.
