2. Zuldazar Foothold	Halford Wyrmbane - At first stay to listen his battle plan when He will finish Speak with Grand Admiral Jes-Tereth to travel to Vol'dun. He is on top of ship naxt to rudder.	Brigadier Thom
3. The Troll's Tale	Brigadier Thom - You will have to see a nice movie.	Brigadier Thom
4. Granting a Reprieve	Brigadier Thom - Slay 8 Forsaken ( Forsaken Deathguard or Bleak Conjurer) and 8 Zandalari (Zandalari Quickblade or Zandalari Axe Thrower ) in Talanji's Rebuke they are on northeast.	Brigadier Thom

Immediately previous: your first foothold, either Return to Boralus or Return to Boralus or Return to Boralus
Immediately next: your second, either Foothold: Nazmir or Foothold: Vol'dun or Foothold: Zuldazar
After your second foothold, next in the War Campaign: Island Expedition

If you're stuck and unable to select a second foothold, it may be because you didn't return to Boralus using one of the quests mentioned in @Eillesthis' comment. I must have hearthed back or taken the ship without picking up the return quest. Lag may have made Halford appear too slow for me to see him and the return quest.
