My charachter was level 120 and I hadn't played on her for a long time, so I couldn't remember my progressions. I wanted to go through the Vol'dun questchains so I could unlock the Voldunai but couldn't find any main quests in Vol'dun nor the start quest in Dazar'alor. But after I unlocked the Drustvar zone, then the quest appeared.

If you like me can't select Vol'dun on the scouting map and therefore not get the Vol'dun quest, then check if you have a quest to unlock one of the alliance zones. That was my case I believe, because this got available after I unlocked Drustvar. Both Vol'dun and Drustvar was the last zones I unlocked out of all 6 horde and alliance zones.

If you are here because you cannot get this quest from the Scouting Map, and you've done the main storylines in both Zuldazar and Nazmir, one reason why may be because you have not started the Zuldazar story line Blood Gate.

The Blood Gate storyline starter quest is also named The Blood Gate, which is a breadcrumb quest.

When you finish the Blood Gate storyline, you are sent back to Baine and the table now has the yellow ! marker and quest for Vol'dun.
