Yes, you need to enter the dungeon called Vault of the Wardens with a party.

I thought I might give this series of quests a try while in between BfA leveling, at 213 with a mix of heirlooms and other gear at an iLevel of 235 plus food & other buffs. All was fine until I hit a group of about six or seven in the first chamber just before the first boss. The big problem was not that there were a lot of mobs or that they were elite; it was solely a matter of chain stun. I was locked in place after landing the first hit. I tried Vengeful Retreat, Netherwalk and Shadowmeld. One or two of those might have countered the first or second stun but then there was the third, fourth, etc.

Granted, the dungeons aren't designed for higher-level soloists and I'm not a completionist but it was kind of disappointing. It's not like I'm likely to level another Demon Hunter; one is great but one is enough. So I guess it's adios to the Broken Shores. Well, we had some fun, didn't we?

Vault of the Wardens: Vault Break-In

Retrieve the Sargerite Keystone.

Description

The Wardens made good on the deal. All that's left is to travel to the Isle of the Watchers off of southwest Azsuna. There, you'll need to break back in to the Vault of the Wardens and descend down into its lowest recesses where we were once imprisoned. Within the so-called Vault of the Betrayer, where the Wardens once held the Master's corpse, you'll find Sargerite Keystone. Good luck, <name>.
