When you log in after patch 6.2 goes live, this quest is already in your Quest Log (assuming your garrison is level 3).

1. Garrison Campaign: War Council - (Video)
• Speak with King Varian Wrynn in your garrison Town Hall and turn in the quest Garrison Campaign: War Council (which was auto-accepted after receiving your Tier 3 Garrison).
• Accept the quest We Need a Shipwright.

2. We Need a Shipwright - (Video)
• Leave your Town Hall and speak with your Garrison flight master, Dungar Longdrink.
• Select "I am needed urgently at the Iron Docks."
• Once you arrive, turn the quest in to Exarch Naielle at coords 52.6, 9.8, and accept Derailment.

3. Derailment - (Video)
• Travel southwest to coords 51.5, 14.3 and click on the Detonator.
• Travel north to coords 51.6, 12.0, turn left and continue on to coords 49.8, 12.6 where you will click on the Explosive Charges.
• Travel southeast to coords 56.7, 17.2, and turn in Derailment to Exarch Yrel, and accept The Train Gang.

4. The Train Gang - (Video)
• Plant 3 Explosive Charge, on the train, at coords:
• 56.9, 16.9
• 56.9, 17.2
• 56.9, 17.4

• Click the Detonator, on the ground, next to Exarch Yrel.
• Turn in the quest to Solog Roark, and accept Hook, Line, and... Sink Him!

5. Hook, Line, and... Sink Him! - (Video)
• Travel west to coords 56.6, 16.1 and click on the Blackrock Grapple.
• After you grappled to the upper level, enter the building in front of you and attack Admiral Knar.
• Loot the corpse of Admiral Knar to retrieve Roark's Shipyard Blueprints.
• Turn in the quest to Solog Roark, who is located outside this building at 50.6, 16.1, accepting Nothing Remains.

6. Nothing Remains - (Video)
• Use your Garrison Hearthstone, turn this quest in to King Varian Wrynn, accepting All Hands on Deck.

7. All Hands on Deck - (Video)
• Leave your garrison through the western exit (coords: 26.2, 48.6), and travel down to Eventide Bay at coords 27.5, 11.3.
• Turn in the quest to Solog Roark.

I have a level 3 garrison and am level 100 and yet I never recieved the pop up for this quest. My quest log has 0 quests in it and the King doesn't have any question marks over him. Where can I pick up this quest?

Funny thing to note is that you HAVE to own a level 3 garrison to even access the content in 6.2 patch. Which means you have to dish out a minimum of 5k gold. What a stupid design decision.

If this isn't popping up for you, and you have a lvl 3 garrison, it was suggested on the Horde page that you should start the Legendary ring quest up to Spires of the Betrayer. I am currently on We Need a Shipwright, without entering a dungeon.

Don’t be confused, like I was, into thinking that since Lion’s Watch is on the in game map that you will find a town or base there because you actually have to build it. Building it is part of the quest chain were you build your shipyard.

To make matters more confusing the quest chain to build Lions Watch AND your shipyard starts in a quest chain that begins with King Varian Wrynn in your new level 3 garrison’s town hall sending you to the Iron Docks in Gorgrond to rescue a defecting Iron Horde Naval Architect who you will need to design your shipyard.

It gets more confusing your shipyard is not really part of your existing garrison. In effect your shipyard is a new type of “garrison” that runs on oil rather than garrison resources and has its own “followers” which are ships.

Be warned that before doing the quest that founds Lion’s Watch there are several quests where you have to fight large groups of Iron Horde members. (Sorry I couldn’t resist but you fight mobs of mobs.) You have some help in this but I “died” several times. So if you can bring a party it’s a good idea.

Why I got confused is that after I finished my level 3 garrison I accepted the initial quest to go to the Iron Docks but chose to finish becoming a Lore Master of Draenor first rather than build a shipyard at that time. So I had this partly done shipyard quest chain sitting in my quest queue and I forgot what it was for.

I wrote this from an Alliance perspective. It is similar for Horde

If you abandoned the quest or don't see it over Varian or Vol'jin even if you are over level 100 and have a level 3 garrison, make sure you completed the little quest chain in the Iron Docks near the flight path because that's the one that unlocks it.
