Look for "Nicholaus Page" in one of the cages at 61, 71.

Nicholaus Page is located in a cage, close to the lava cave of doom and creepy stuff.

He gives you the quest Stealing the Declaration.

So if you're trying to find Nicholaus while you're over in Grom'gar doing the leveling quests you need to do it before or after Iron Wolf. While on that quest you are in a phased version that doesn't have cages, let alone Nicholaus.

Finish Iron Wolf quest, before attempting to finish this quest. Phasing will not allow you to see Nicholaus.

For those doing this in a party and were wondering why the others didn't have that quest, it's a quest for Scribes only.

If you delete the quest item it appears to remove this quest.

Fun fact. While disguised for the quest you are still able to fish. It looks rather amusing.

Try completing the quest while disguised and mounted! It's funny how you remain in the disguise as you mount.

Rather hysterically, not only can you fish as disguised as a tiny spider, but you can fight that way, too.

One thing to note is that the outline on the minimap isn't exactly correct. Look in the cages at /way 61.27, 71.22 by the lava pools. If you just pass in the gate looking for an npc you won't see him.
