The quest is broken for the moment, all I can shoot at are the seagulls. Nothing happen if you shoot at the giant squid.

Edit:
If those red reticles did not appear, you'll have to kill the squid manually, and let it respawn.
Also, the "bow" spot which reticle indicates is wrong, the spot is between its inner eyes.

just did the quest, yea the bow reticle is not very accurate.

the captain and the boat are directly on the opposite shore compared to where Ju Lien was originally, behind the broken ship hull on the beach. it's a little boat with a harpoon gun.

I had some trouble with the port side shooting, you actually want to aim between the eyes, if you aim for where the target is which is actually higher than that you won't get credit.

One problem I had with this is that hitting "1" did not work for me. I am not sure if the bartender addon messed with it. What I had to do was click the button with my cursor.

So, if the vehicle appears to be nonresponsive to keystrokes, use your mouse click.

To down the thing, just keep firing at somewhere about the middle of its body. It takes a little while, but there does not appear to be a time limit and the thing does not attack you.

The quests for this chain are started by Deck Boss Arie with the quest Mazu's Breath. Most of these are underwater quests, and you are given a buff Mazu's Breath.

Part 1:
Fresh Pots
Kill Sea Monarchs, and use two chunks to bait a trap. Drop rate is 1 - 2 per fish.

You Otter Know
Throw clams to Coldwhisker Otters, mostly swimming near the surface of the ocean.

Part 2
Meet the Cap'n
Unlocks the quests below.

Old Age and Treachery
Scroll is easy to find, and appears on your minimap as a cog icon.

On the Crab
Click on 8 crab pots.

Shark Week
Kill Longfish Threshers to obtain a jaw. Each jaw contains 20-30 teeth.

Walking Dog
Take the "dog" to three different locations.

Dog Food
Dog has to be present at a kill in order to feed. Not necessarily your own kill.

Part 3
Reeltime Strategy
Tug on the lines either side of the npc until a Leviathan spawns.

The Mariner's Revenge
Rewards loot as above.

DC'ed while on the boat, logged back in in the ocean, boat did not respawn even after dropping quest and relogging

After you've finished shooting all the targets, you can hit the "exit vehicle" button to return to shore rather than waiting for the boat to reach the dock.

This seems to be bugged for me. I am a multi-boxer so keep that in mind. I got in the boat with 4 characters. The game dropped all my clients. Logged back in to find everyone floating in the water at different points. Went back to the pier and the boat was there for two characters. The other two characters did not have the boat.

After dropping the quest, logging out, leaving the zone, etc, the boats are still not present. No matter what I do, I cannot get the boat to appear. I guess the only option for me is to actually kill the mob and see if it resets as posted by another comment.

This quest reminded me of the sea monsters you shoot your cannon at to get the treasure they're guarding in Legend of Zelda: Wind Waker.

I hope this helps others with this quest and the boat not reappearing after a disconnect or some other phasing glitch.
After talking with a GM and him zoning me in and out along with abandoning and trying the quest again, my fix ended up being a reset of all the buffs applied to my character. This appeared to include Find Herbs, Find Fish, etc. The reset was manually done by the GM. Anyways after that the boat was in the correct phase along with myself. I was able to complete this quest like normal after this.
In conclusion, if you are trying to complete this quest and have opened a ticket. Include the information about resetting all buffs on your character. It might save you and the GM about an hour. And as the Goblins say, "Time is money friend!".

I found this quest pretty easy once I realized that there was no cool down for shooting. Commence spamming of the 1 key!

No idea. Having bug for almost 2 weeks now.

Bug was reported on the 29 Aug. Even after relogging in, abandoning quest and retrieving it again, the red boxes does not show.

Am currently doing the Anglers 3 quest per week for around 1500 rep. At Friendly now, I reckon if the bug persist, it will take me more than 50 days to reach exalted...

It seems this quest is broken for many. The mob just does not want to phase correctly and cant be interacted with. I put in a ticket and a GM completed the quest for me.

This quest was also bugged for me. Opened a ticket, GM suggested that an addon may be interfering. Restarted, disabled my addons, and completed it just fine.

Cannot complete this quest either, and I tried everything I could have tried with no luck. Disabled addons, reloaded UI, left ship to reboard it, abandoned quest and picked it up again, renamed folders in WoW folder to try and reset addon settings (per GM request), and waited until next day for daily reset.

This quest is still bugged. I logged a ticket for being "stuck on a quest." In five minutes I heard from a GM. They had me log off that character and switch to another, they completed the quest on my behalf, and then told me I could log back in to that character to turn it in (which I did). So, it still isn't fixed, but they will finish it for you if you ask them. (I am glad I did because I had no idea that was my second to the last quest before earning Loremaster of Pandaria! WOO! Very nice surprise.)

STILL bugged on 4/20/17. I have submitted a ticket and it has been over 12 hours with no response. I cannot move any further in the game. I have tried disabling all add-ons and restarting, but that has not helped. This is so frustrating, especially since it has been an issue for quite a while.

I also ran into the issue where I could not make any progress on the quest. After I logged out and logged back in, I was able to complete the quest without any trouble.

I need help landing a stern hit. The harpoon is either too high or too low to hit the desired area. Help plz. I was able to get all other shots done.

Worked fine for me in Shadowlands. Took less than a minute, just spammed the shooting button non-stop. Done with level 45 character in Chromie Time

This is THE WORST point and shoot minigame/quest in WoW. Or it's bugged, as often is the case.
The target AND aim both have to be mouse-controlled. Using #1 didn't do anything ("You can't do that now."). Random red targets showed on Jiao, which had nothing to do with accurate shots or targets needed. The Targeting randomly slides off to the side and has to be returned to Jiao.
I did find ONE helpful workaround. When you get a good target position, click the #1 as many times as you can to occasionally get 3-4 correct hits.
