The quest is completed by talking to Watch Commander Loon Mai in Stoneplow which is in western Vally of the Four Winds.

For some reason, currently this quest is not always offered when it should be -- likely in conflict with doing other quests before/along side it. Upon finishing all quests in the Krasarang Wilds and Valley of the Four Winds, I found it being offered to me and turned it in at Stoneplow (Plays a NYI cinematic, which should occur in the later parts of Valley of the Four Winds story line, but I had done all the post-cinematic parts already)

The following quests lead to the Savior of Stoneplow "big finale" that wraps up the storylines of Krasarang Wilds and Valley of the Four Winds. You will only be able to complete one of these:

Hope Springs Eternal
Warn Stoneplow (Alliance) / Warn Stoneplow (Horde)

If u can't get the quest,check at the Stormstout Brewery,there's a quest there,it might be the one you need,Stoneplow Thirsts.It will send you to Stoneplow and after finishing that one you can go to Chi-Ji to get his quest that sends you to Stoneplow also

If you can't get the quest, remember that you need to finish all the Stoneplow storylines beforehand (The Stoneplow Convoy and For Family). I did those two, got "Warn Stoneplow", went back to Chi-Ji, abandoned "Warn Stoneplow" and bam, there it was. You basically have to be eligible for both of the ending quests that Karadine mentions but you can only pick one.

Since this quest is pretty elusive, I'd like to share the (presumably cumulative) circumstances under which I was able to obtain it:

- Training and Discipline was completed in Valley of the Four Winds.
- In the House of the Red Crane was completed in Krasarang Wilds.
- The Waters of Youth was completed in Krasarang Wilds.
- The Mantid invasion event has commenced, but no quests (such as The Swarm Begins) were picked up.

In the case above, I was able to pick up either Hope Springs Eternal or Warn Stoneplow (these are mutually exclusive). I chose the former, but after handing it in, Warn Stoneplow was no longer available. Presumably it's the case vice versa as well.

Adding to the confusion; I followed the quest line through the Red Crane, and did not get Hope Springs Eternal. I did eventually get Savior and Warn Stoneplow and got the ach and did aaaaall the quests. Then dong arch, I happened to fly by Chi-ji. Guess what? He had a quest for me--Hope Springs Eternal. So, I think, just keep checking. /facepalm I just don't know. Maybe a patch made it available.

Instead of looking at what quests to complete, it might be more useful to look at the people you help instead. You need to help

Shang Thunderfoot and the farmers at Thunderfoot Fields
Chen Stormstout, Li Li, Mudmug and their journey across Valley of the Four Winds
Clever Ashyo and his vision of the Vale
Lin Tenderpaw and her search for the Hidden Master
Ken-Ken, Yi-Mo Longbrow and the despair-ridden Zhu's Watch
Kang Bramblestaff and his efforts to help the Horde/Alliance
(Alliance)Lorekeeper Vaeldrin, Lyalia or (Horde)Sunwalker Dezco, Kor Bloodtusk and the pools of youth
Koro Mistwalker in the battle to take back the Temple of the Red Crane

This is because the fight against the mantids has everyone you helped coming back to help you fight back.

By the time you get this quest, you'll have almost done all of Mighty Roamin' Krasaranger and Rally the Valley except for the out of the way quests at Nesingwary's Safari and Nayeli Lagoon.

Speak with Loon Mai in Stoneplow.

Description

The Shado-Pan are likely dealing with similar outbreaks elsewhere in Pandaria.

Seek out Loon Mai, the Shado-Pan Watch Commander in Stoneplow on the western end of the Valley of the Four Winds. Let him know that we have the situation here under control; the Shado-Pan need not send any aid.

Quite the opposite, in fact - I will be sending many of my followers on pilgrimage, to bring a message of hope to those in need.
