Zovaal's Vault is a Treasure located in The Maw (Rift Phase).
To open Zovaal's Vault you have to drag the treasure to Ve'nari located near the bridge. Zovaal's Vault Chain.
I spend around 5 minutes to complete all the trip.

How to access the Rift Phase:
Using Repaired Riftkey on Rift Portal in Korthia and walking to The Maw on the treasure coordinates.
After entering on the Rift Portal you have 15 minutes to open the treasure Traversing the Rift.
Needs Tier 4 research with The Archivists' Codex Reputation to buy Repaired Riftkey.

Found in perdition hold, pulled it all the way to Venaris refuge but nothing happened :(

2nd attempt - found in the middle of the beastwarrens. Venari is at 44.51 in front of the bridge to the beastwarrens, offering a daily to find the vault and to drag it there, I picked it up and instantly completed it, opened vault but got none of the toys, just 2 riftstones and miscellaneous consumables.

You have to drag the chest to venari then open it in front of her

If you stray too far from it the chain snaps and stuns you but you can grab it again

If youre booted from the rift or run out of time the chest will stay where it was if you zone back in

I was dragging the vault until I got stuck by an elite heading towards me, I used the venthyr teleportation "Door of Shadows" to get pass through him and it freed me from the vault's chains. The chest itself continued following me even though I wasn't slowed anymore or stuned if i got too far ahead of it. Once I arrived at Ven'ari, the vault just spawned next to me as if I had brung it all the way and I was able to loot it.
So door of shadows might help win some time on your 15minutes rift timer, although this is probably a bug and will be fixed.

Alright so I've been doing the vault every day on 5 characters and I am 99% sure there are only 3 spawn points.

If you find it anywhere else then someone has been dragging it and just left it there, it does seem to eventually reset though.

Just thought I'd add that today I looked all around the Beastwarrens and Perdition Hold looking for the Vault before finally finding it where Torglluun usually spawns, and in his place was the vault.

Found the chest, used Cypher of Relocation, chest did not follow me but was still chained to it and moving slow. Walked to quest turn in Venari on the birdge, completed quest but there was no chest to open. :(

I didn't see anyone mention it, but make sure you talk to Ve'nari and get the quest FIRST, else you'll be doing what I did which is drag the chest to him, get the quest, then go find the chest AGAIN and drag it to Ve'nari AGAIN for quest completion. No I did not get twice the chest goodies, just what was in it the first time. The toy was not in the chest either. Grr.

After moving far enough away for the chains to stun me, I was able to soulshape/warlock gateway to free myself of the chain and mount up. Once I arrived at Ve'nari the chest teleported to me and I was able to turn it in and loot the chest.

So I had the chest spawn at the waystone near Venari's Refuge (I thought it only spawned in the Beastwarrens).
You still have to drag it to Venari near the bridge.
Didn't go the her first to pickup quest or anything, I just dragged the chest near her and it spawned the lootable one.

The chest is not personal/group bound.
Someone can loot it after you did it. A lot of fun to drag the chest for 5-10 minutes and the player who run past you to do some rares in the time can loot it to

Found Zovaal's Vault in the south of beastwarren with 7 minutes left on my rift key, walking non-stop straight to the bridge, got 2 feet onto the bridge before ran out of time and got kicked out. Total waste of time, would not recommend dragging unless you have 10+ minute or it spawned close to the bridge already.

My 4 chests in the rift of Korthia was bugged because Zovaals chest was showing in Korthia, flying in the sky.

I found the chest in Ve'nari's hideout today (46.7 41.65). Not sure if someone dragged it all the way there by accident or if this is a new spawn location.

So far when testing this on alts, once I locate this chest on one character its been there for subsequent characters for that day. You should always search for the chest on a character who has unlocked Perdition Hold because it is one of the possible spawn points and if the chest is in there you wont be able to get inside without someone in the party who can open the gate.
For your alt characters make sure to be stopping by venari once a week to buy once a week rep via The Cost of Death for 800 stygia. Then complete the perdition hold quest when it becomes available. On certain days that the chest isn't in Perdition you can confirm this on your main, then you can take your alts that dont have perdition unlocked to the other location. It seems worth stopping by venari weekly on alts for the long term. Once they reach appreciative you can keep doing weekly cost turn ins to convert useless stygia into free gold caches via paragon rep.

So...is it working as intended when the vault is not in ANY of the 3 locations? I mean I know it's Blizz so I wouldn't put it past these idiots to design a quest with a quest item that wouldn't actually appear. Beside the fact that most Blizz devs that worked on shadowlands shouldn't have jobs anywhere within this industry, what could be causing the vault to not appear at any of the locations?

I really don't like the explanations here, here's a more detailed explanation for doing the quest Full of Surprises and/or getting the chest Zovaal's Vault (you don't need to do the quest) and return it to Ve'nari so hopefully you can go into this knowing what to do and won't have to waste keys, etc.

First, this is going to be in the Rift. Which is this annoying redo of Korthia and the maw in a gray tint that's full of mobs. A really nasty annoying zone. If you haven't already been there you need to use either Repaired Riftkey or Collapsing Riftstone to get into the Rift. The Repaired Riftkey is a reasonably common drop and can also be purchased from Archivist Roh-Suir. To use Repaired Riftkey you need a Rift Portal, the standard Rift Portal that always exists is at the cave at 41.23 41.70.

Once you use the Key and enter the Rift you have 15 minutes before you're popped back out. That's very important. That portal is in Korthia so you need to get to the Maw. You can head that way and use Cypher of Relocation, however this doesn't work near the portal you need to be in the Maw (or close to in it weirdly). So head to the Maw, use the Cypher and you're in Ve'naris Refuge, but guess what she's not there! You have to go to the Bridge that connects the North and South Maw (near her Refuge) and she'll be there with a quest Full of Surprises. This link is her and where she's at in the Rift: Ve'nari

But guess what, you don't need the quest. You can go find the Zovaal's Vault and bring it to where she is, saving you a lot of time. Zovaal's Vault is in one of 4 locations in the Maw (not Korthia):

These locations can be spread pretty far apart, chewing up a lot of that 15 minutes depending on how lucky you are. Also, this chest is HUGE, so don't worry about missing it. Once you find the chest you click on it and you'll see chains connecting you to it (but only some of the time because this game is so buggy). Then you have to walk it to where Ve'nari is: Ve'nari. You can mount but it doesn't seem to be any faster. Because when you're pulling this chest it randomly stuns you (because why, who knows, isn't this fun). Once you get it to Ve'nari and pull it to the circle in front of her you can open it.

You can bet you'll be fighting a lot of mobs along the way. The chest will follow you over hills, etc. Don't think you have to stay on the roads. Whatever way gets you past the mobs is the best way.

As others have said, if you run out of time you may be able to run back and find the chest where you left it. But it's not guaranteed.

Go far enough to get stunned(be hovering with your mouse over the chain debuff already), immedietly right click the debuff. If the chest is still following you then you were successfull, if it doesn't then repeat the previous steps. You can now go to venari and wait there until the chest teleports or arrives by itself.
