This NPC spawns in Frostwall if the holiday garrison decoration Little Helpers is used in an Horde garrison. Using the same decoration in an Alliance garrison spawns Lil' Helpers instead of Lil' Snowfighters.

Little Helpers is one of the five garrison garrison decorations introduced for Winter Veil 2015. It can be purchased with 5 Merry Supplies, obtained via a set of daily quests from your garrison.

Note that the revellers are present in EVERYONE'S garrison, regardless of whether you have decorations active or not.
HORDE: Lil' Snowfighters come in pairs and throw snowballs at each other. In my Horde garrison, I counted 5 pairs (10 total)
ALLIANCE: Lil' Helpers are festively garbed gnomes that wander around the Alliance garrison and dance at times.
Lil' Ralph appears to be a dancing flavour NPC dressed in Santa garb who you can speak to, but only has a short random phrase in response. He will also spontaneously say random things.

This NPC is very likely a reference to the character Ralphie from the famous holiday movie, "A Christmas Story".
Red Rider Air Rifle is another reference to this movie. Unfortunately, there doesn't seem to be any interaction between this item and the NPC (he registers as an "Invalid Target" when you attempt to use it on him - it can only be used on hostile targets).

The PX-238 Winter Wondervolt machine appears outside your garrison town hall (for Horde) and by the main gate/south entrance (for Alliance - thanks to barbasol for this).

This machine is identical to those that are present in the major cities (Stormwind, Orgrimmar, Dalaran, etc.)

Entering this machine provides you with the PX-238 Winter Wondervolt buff

This buff turns you into a Santa's Helper gnome.

The colour of your helper's costume can be green or red, and is random.
There are 4 possible buffs that you can have, depending on gender and costume colour:

Male Red : PX-238 Winter Wondervolt (Spell ID: 26273)
Male Green: PX-238 Winter Wondervolt (Spell ID: 26157)
Female Red : PX-238 Winter Wondervolt (Spell ID: 26274)
Female Green: PX-238 Winter Wondervolt (Spell ID: 26272)

The buff lasts 30 minutes, and can be cancelled by right-clicking it
The buff does not persist through death
Entering combat, mounting, taking a portal or shapeshifting (e.g. Ghost Wolf, Druid travel form) DO NOT cancel the buff
If the buff is cancelled early (death, manually cancelling it, etc.) the Wondervolt machine will not reapply the buff until a certain amount of time has expired (has a cooldown)

This cooldown can be bypassed by relogging. Leaving and re-entering the garrison or using "/reload" do not reset this

Below is a guide to earning and spending Merry Suppliess.

EARNING Merry Supplies Each holiday has 4 associated daily quests. Three of these quests reward 1 Merry Supplies each, and one rewards 2 (for a total of 5 Merry Supplies per day). All of the quests require a level 100 character with a level 3 garrison. All Winter's Veil quests are completed in a quest area in Frostfire Ridge, centered around roughly (45,28). Merry Supplies are used exclusively for items sold by Izzy Hollyfizzle - mostly garrison decorations. After you have acquired all 5 different Winter's Veil decorations and the toy (Crashin' Thrashin' Killdozer Controller), the Merry Supplies can be used to purchase Savage Gifts from Izzy Hollyfizzle (5 supplies each). SPENDING Merry Supplies

Below are the items that can be purchased for Merry Supplies.

Imported Trees	Merry Supplies X 5	This decoration places many Christmas trees around your garrison, with presents around them. Note that the presents are purely decorative, and cannot be interacted with.
Little Helpers	Merry Supplies X 5	This decoration puts pairs of Lil' Snowfighters in your garrison (I counted a total of 5 pairs, 10 total) that throw snowballs at each other periodically, and spawns Lil' Ralph, a festively garbed dancing goblin. It also puts a PX-238 Winter Wondervolt machine just outside your garrison town hall that will transform your into a Little Helper. Useful for the Winter Veil achievement With a Little Helper from My Friends.
Festive Outfits	Merry Supplies X 5	This decoration dresses your guards in festive Christmas outfits (i.e. green or red Santa hats with or without Santa suits). It appears to be random as to how completely your guards will be dressed - some will have only Santa hats, while others will have a full Santa garb. Note that Ugly Christmas Sweaters are not part of these outfits!
Old Box of Decorations	Merry Supplies X 5	This decoration places candy canes along the edges of the paths in your garrison, and within your town hall will place a few hanging mistletoe and stockings.
Savage Gift	Merry Supplies X 5	Gift that contains ONE of the following: - 300 Oil - 300 Garrison Resources - 1000 Apexis Crystal - Medallion of the Legion - Frozen Arms of a Hero - Elixir of the Rapid Mind - Minion of Grumpus
Crashin' Thrashin' Killdozer Controller	Merry Supplies X 5	A toy that is part of the Crashin' Thrashin' Iron Armada set (collecting them all grants the achievement Iron Armada)

Some notes about the decorations outlined above:

Each character can buy 1 decoration per day, as the four dailies for each holiday provide a total of 5 Merry Supplies per day.

The decorations are account bound, and can be sent to your other characters. As such, you can do the dailies on 4 alts and have all 5 decorations on your main on a single day!
They can only be displayed in a level 3 garrison.
Multiple decorations can be active in your garrison simultaneously.
Right-clicking a decoration to "use" it applies the effect described above to your garrison, and consumes the item. This effectively "unlocks" that decoration for your character, and it will be applied any time you choose after that.
You can speak to Izzy Hollyfizzle and select "The party's over. Get rid of these decorations, Izzy." to remove the decorations.

If you have cancelled the garrison decoration as above, speaking to Izzy again and selecting "Make my garrison ready for a Winter Veil party." will reapply all Winter Veil decorations you have unlocked.
If you have unlocked more than one decoration, the above actions (to remove or restore the decorations) will do so to ALL decorations from the specified holiday, not just selected ones.

Decorations for Winter Veil and those for Hallow's Eve are mutually exclusive - you can only have Hallow's Eve or Winter Veil decorations active at any given time, and not both simultaneously.

You can switch from Winter Veil to Hallow's Eve decorations and vice versa by speaking to Izzy - this will overwrite one with the other, although you can switch back at any time.

The currency for the decorations (enabling you to buy them) is only available during Winter's Veil. As such, these decorations can only be acquired then. However, the decorations can be applied to your garrison (after you have unlocked them) all year round!
The decorations persist in your garrison until cancelled, across more than one day, and even if you log out.
