Eaglemaster Niraak is located in the Ohn'ahran Plains zone.

General Respawn Info
Only part of Dragonflight rares are active during a single daily reset.
Most of the time you will be able to find only small part of all zone rares and they will respawn after kill in relatively short time.
But after daily reset they will disappear and a new pack of rares will be active.
So most of the time you will come to the spot and see nothing there. At least this way it was on Beta

Rare is a part of Adventurer of the Ohn'ahran Plains achievement.

This rare spawned for me in Ridgewater Retreat in Ohn'ahran Plains at roughly /way 50.0 67.5 with a yell:

Filth! I will end you for you actions!

I was killing the nearby Nohkud Mystic-Hunters and Nohkud Marauders for the campaign questline. It may appear that this rare spawns after killing a certain number of those mobs. However, if anyone wants to farm to confirm the trigger for this rare, please do so.

TomTom Coordinates when it appeared were approximately

/way 49.3 66.7

Seems to spawn when you kill adds in the area around /way 49,5 66,5 in Ohn'ahran Plains
Shouts "Filth! I will end you for your actions" in the chat when he spawns
I am pretty sure there is a small max tag of 5(?) people for this rare
Make sure you stay around the coords above when killing mobs. I managed to get him to spawn again after about 15 more minutes of killing mobs.

Anecdotal evidence in the comments here says it spawns when you kill mobs. Don't believe them. I've killed tons and no spawns

YMMV, but from what I've seen sitting very close to his spawn point and working on fishing, you don't need to farm mobs to get him to spawn.

I cleared the little island of mobs and was getting a bit discouraged with no spawn. I went back up to the top near his spawn point, killed one respawn and BAM! Dude spawned & another kill down for the achievement. For reference, I'm a 374 hunter with 2 killer magmammoths and everything (including rare) took about 10 minutes with brief pauses to eat my ramen.

It was delicious, thanks for asking.

I can not confirm or infirm that the rare spawns after killing mobs, but I can say that he spawned as I was the only one killing mobs on the island and that he spawned after 50-60.

This theory is furthered by the NPCs yell message, so I assume that killing mobs is a part of spawning him.

I will add my voice to this rare. He spawned after i almost killed all enemies on the island. Ive just seen him this once and this is the first time ive tried to make him spawn by killing enemies. Looking at the other comments it looks like its rng on the number of kills. Good luck :D

Decided to kill this rare back to back to confirm that you can only loot it daily, which turns out to be true so if you are farming for the gray hair, kill a bunch of centaurs until the rare spawns, kill the rare, if no drop, move on and try on a different character or try again the next day.
