To get the Pet you'll need to access a "hidden" vendor in the second room of the instance.
Right after the first boss you'll run down the stairs to the right and the shopkeeper is in the right corner.
Once there he will trigger a dialog "Psst! Hey you. Unassuming visitor. Do you like small creatures?"
Target the shopkeeper and write /yes and the interraction will trigger the ability to trade.

To purchase the pet you'll need 2143g and Oxxein Lockbox, Solenium Lockbox and a Phaedrum Lockbox.
If you're lucky you'll already have them. In my case I went for pickpocketing and got them all within 3 hours.
The Oxxein Lockbox can be found in Maldraxxus, the Solenium in Bastion and the Phaedrum in Ardenweald.

It took me about 3 hours as well to pickpocket the lockboxes. My rouge was only level 51, but was able to fly to each of the zones with twist of fates on. In Maldraxxus I tried various mobs across the zone while eventually getting one off a Necromancy Acolyte after about 45 min. Next I went to Bastion, where it took about 2 hrs before I got one of a Forsworn Acolyte. Lastly, I went to Ardenweald and got lucky within 15 min getting one off a Brittlebark Trickster (they may have a low drop rate, but high density). I sent the lockboxes to my main toon, went into the dungeon with a group to clear past the 1st boss, and went to the vendor. It took a min before the Shopkeeper whispered me, but once they did I actually did a /nod and could purchase the pet from them. The lockboxes were still locked, though I don't believe that matters. You can safely open chests (turn autoloot off first) and leave something inside. It will work anyway.

Note that this is a very special unique tradable battle pet, not the skrats needed for the achievement Mischief!.

All six special skrats for the above achievement are:

Waffle Waffle
Goblin Goblin
Pancake Pancake
Pickle Pickle
Sassafras Sassafras
Oswald Oswald

Not sure if I was lucky but I was able to farm all three lockboxes in twenty-five minutes using the locations from previous posts :)

Zone: Tazavesh, the Veiled Market

One particular Broker has taken a liking to the skrat species, kept this rare specimin as a pet, and inherited the smell as a souvenir.

The location of this NPC is unknown.
