I have farmed Faceless Tormentor for 6+ hours and still no Corrupted Tormentor must be bugged or very rare
I haven't found any Corrupted Tormentor in Uldum either.

The Corrupted Tormentor is in fact, NOT one of the faceless ones Faceless Tormentor. I checked the sound files of Corrupted Tormentor and it seems like the sounds are the jellyfish base sound effects so today when the Uldum Black Empire assault started I looked for them in the ocean area at the south of the zone, there are LOTS of Tentacle Tormentor which do in fact become Corrupted Tormentors.

TL;DR:
You can find Corrupted Tormentor in Uldum during the Black Empire assault all over the ocean shoreline starting at /way 13 67 all the way to /way 88 66. Just kill
Tentacle Tormentor until a corrupted one spawns.

Took me roughly 3 hours flying along the south coast of Uldum, killing Tentacle Tormentors, before I finally got a corrupted version spawning. They are small and hard to see, and have barely any health. I used this macro to help find them:
/tar corrupted tormentor
/tar tentacle tormentor
/run SetRaidTargetIcon("target", 8)

You need to kill Tentacle Tormentor in order to get Corrupted Tormentor. They are mostly at the deep sea in Uldum during Black Empire Assaults (https://ibb.co/RQvWqsH).

FYI: it helps a lot to farm this mob if you eat Feast of the Fishes combined with Crispy Bacon.

I've farmed the regular version for this mob for quite some time with multiple people and never got one to spawn. Finally, all the way at the far right of Uldum, right where you phase into Tanaris, (88.8, 46.1) there was a Corrupted Tormentor beyond the phasing barrier of Uldum/Tanaris, out of range of any abilities (~60yd). Likely, duplicate Corrupted mobs cannot be spawned at once in a given server shard, which would be why none ever spawned after killing plenty of regular tomentors.

The secret to get past this incompetence of design is to once again use the Foxicopter Controller to get in combat with the Corrupted Tormentor and it will kill the Foxcopter, then aggro to your character in the Uldum phase where you can then kill it. Looks like no one else has commented about this yet, so if you've yet to find this mob, check the edge of the map to see if there is already one alive in a place that it cannot be killed normally.

I just killed the Corrupted Tormenter on the very west side of Uldum just south of Ankhaten Harbor at 17.44, 67.88. I was actually looking for the Corrupted Bloodseeker at the time so it worked out that I at least found something.

Just got my Corrupted Tentacle kill at 15.03-77.84 swam from north to south and was just heading back up when I found him.
Ran into the Corrupted BloodSeeker and a Corrupted Putrefaction while I was swimming.
Used the Underlight Angler to stay under water and just switched to my sword to fight and back again, no issues with breathing.
During the Assault : Black Empire

used Macro for Targetting:
/cleartarget
/tar corrupted tormentor
/tar tentacle tormentor
/cleartarget
/stopmacro

Just got my Corrupted Tormentor with shockingly little farming (this time) at 83, 67. Hopefully, this means that the corrupted spawn glitch has been fixed.

I was farming the Corrupted Bloodseeker and started at the westernmost end of the zone. I kept pretty much to the outer edge, because it was mentioned that it tended to spawn there. I swam until I reached the river delta, killing every tormenter I came across along the way. On the way back, two Corrupted Tormenters had spawned along the way and I killed the one I needed for the achievement.
