Runecarving memories which required reputation with a faction to use now instead require the reputation in order to purchase, allowing them to be used when obtained by Chronicle of Lost Memories without having the required reputation.What does this mean?

If you were venthyr And randomly received your class specific legendary recipe for the kyrian covenant from the "gain a random legendary recipe" you could not hand that recipe to the rune carver....it would just sit in your inventory. This change Allows you to give the recipe to the rune carver if you get it from the random item while still preventing you from obtaining it by direct purchase.
Is this in reference to the covenant legendaries (e.g. Sinister Teachings for Monk) that you couldn't use as a non-Venthyr, you can now give to the Runecarver('s Echo)?
