In 3.1, you can fish in any zone at any level, however if the zone is too high level for you you will catch items such as this instead of the usual fish.

Tattered Cloth is fished when you skill isn't always the highest for that area to catch a fish. Unfortunately, Tattered Cloth can NOT be used to make the armor set such as Tattered Cloth Vest..

So with this, we understand that Tattered Cloth, even if it could be used to make armor, it wouldn't be very good.

In conclusion, this item while can be fished in the extremely polluted waters of the world, is useless. I have yet to see a reason that a vendor can find a use for it, as I have not. However if you do wish to sell it, it can be sold to a vendor. the bargining price is often around 1 Silver. With the economy in the state that it's in, the price of Ore is going up. However venders know something we don't about this tattered cloth, as they're willing to shell out SILVER for tattered cloth.

It's my belief Blizzard will announce in a later patch possible what the true use is of this warn, beaten, tattered cloth is used for.

I submit that the true use of these tattered, yellow pieces of cloth is to bring about the coming of the next Old God, Hastur, and that all the vendors are in on the plot.

It certainly must have some use... By now over 20 million of these must have been fished up (assuming each player catches at least 1 during the lifetime of their WoW character). So far at this rate, the vendors have shelled out 200K Gold for these.... what are they plotting?
