To get Firim's Spare Forge-Tap speak with Firim located in Zereth Mortis inside the cave (Exile's Hollow).
You have to complete some main campaign quests in Zereth Mortis to unlock Firim.

Select the dialog "Can I use your Forge-Trap?" to get Firim's Spare Forge-Tap.

Firim's Spare Forge-Tap is used on Progenitor Forges throughout Zereth Mortis to obtain proto-materials.
Progenitor Forge are the brown balls (small and big).
You can get rare proto-materials to begin quests part of Traversing the Spheres. Reward: Mortis Mover.

Rewarded from Traversing the Spheres (directly unlocked in the UI, no item given), this toy places you in a Mortis Mover vehicle, atop a rolling progenitor forge for up to 3 minutes (Mortis Mover & Mortis Mover are both applied to you).

You will gain the ability Power Step, which has a chance of applying a stack of Power Step for 2% increased movement speed, up to a max of 7 stacks (new applications will refresh the stack), granting 14% increased movement speed. Occasionally, when applying a new stack, you will do a train emote.

If it fails to apply a stack, you may occasionally see one of 2 emotes:

Your efforts seem in vain.
You grow tired.

Unfortunately, you start at 20% movement speed, so this maxes out at 34% movement speed, and thus living up to its flavour text of " as slow as time itself.".

As this is a vehicle, you also take no fall damage while in it.

Achievement popped, but no loot. Toy WAS added directly into toy box even though chat said nothing

This? This. THIS is what you get for the achievement? Do they know how many Ephemera Orb I had to open just to get the Anima-Charged Yolk, let alone the rest of the crap on this list? The hours spent flying around to all the orbs hoping that the items would drop?

This toy's effect stacks with other toys. The combo I just found: Mortis Mover + Silver-Plated Turkey Shooter + Experimental Anima Cell (giant size effect) = giant bird running around on a ball.

Edit - Other fun toy combos I've found. Basically Mortis Mover + Anima Cell (giant size) + one other toy:

Mortis Mover + Anima Cell (giant size) + Magic Pet Mirror
MM + AC + Horse Head Costume. This resulted in a really big horse head rolling around.
MM + AC + Berglrgl Perrgl Girggrlf (murloc egg)

If it allowed you to go SLIGHTLY faster than your running speed, I'd be like "oh, ok, this is neat".
But the achievement to get this useless piece of cr@p already makes it clear to me that whoever created this toy wanted to troll players.
It's yet another toy to expand the Toy Collection while giving us nothing to play with.
Stuff like the Mortis Mover makes me legitimately think that the Toy Collection is a trash-bin for trolls, memes or private jokes, and we just get to look at it like "what the heck were they thinking?"
