This fish is related to part 2 of the secret fish achievement series, Secret Fish and Where to Find Them.
To start this you'll need to complete part 1.

The goggles:
With the Secret Fish Goggles buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.
1. Camouflaged Snark
2. Deceptive Maw
3. Inconspicuous Catfish
4. Unseen Mimmic
5. Very Tiny Whale
6. Collectable Saltfin
7. Travelling Goby
8. Invisible Smelt
If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. Rotted Blood Cod - Nazmir, Zul'Nazman.
10. Jade Story Fish - Jade Forest.
11. Thunderous Flounder - Isle of Thunder.
12. Kirin Tor Clown - Dalaran (Broken Isles/Northrend).
13. Mechanized Mackerel - Mechagon.
14. Queen's Delight - Nazjatar.
15. Ancient Mana Fin - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. Prisoner Fish - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. Barbed Fjord Fin - Howling Fjord.
18. Dead Fel Bone - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. Tortollan Tank Dweller - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. Thin Air Flounder - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. Well Lurker - Mount Hyjal, in the lake under Nordassil.
22. Drowned Goldfish - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the Thin Air Flounder, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. Elusive Moonfish - Night only. 9:30pm to 8am.
24. Golden Sunsoaker - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).
25. Veiled Ghost
26. Deadeye Wally
27. Quiet Floater
28. Spiritual Salmon
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. This zone has ghost flying and if you stand on the edge of the island the fish will spawn in an arc around your character, shown here in green: https://i.imgur.com/vrIYGgB.jpg

The buffed:
29. Green Roughy - Requires the Painted Green buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a Green Paint Filled Bladder at you. (Credit to Sishrot).

The sporadic:
30. Displaced Scrapfin - Can be caught in the "future" version of Mechagon that Chromie sends you to for the quest The Other Place. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

This one was the longest to find for me.. I ended up going to Shalozar Basin as they have a goby fish in that zone. Went to the beach around coords 36 41 (Bittertide Lake)and had it within about a dozen spawns.

I've caught multiple Traveling Goby on the Wandering Isle, specifically around the Temple of the Five Dawns, 62,60 and also in the small river nearby.

I really have to question if these "General" fishes really can be caught anywhere. I've been 29/30 for days, just missing this Travelling Goby. I figured I'd just pick it up whenever I saw the orbs while doing wq's and stuff in BFA outdoor zones. But it never happened. I'm not sure that I picked up any General fishes at all in the BFA outdoor zones, out of maybe ~500 loots.

So based on comments here I went to the Bittertide Lake in Sholazar Basin, and sure enough I started picking up General fishes all the time. Took me 20 minutes to get the Travelling Goby. List of the fishes I caught during that time:

2x Very Tiny Whale
1x Invisible Smelt
1x Camouflaged Snark
1x Inconspicuous Catfish
1x Unseen Mimmic
1x Collectable Saltfin
1x Travelling Goby

So once you're done with the zone-specific fishes, I strongly recommend this area. To be specific I used the 37,41 spot (middle of the beach, so that orbs will either spawn on the sand or right on the edge of the water).

I can't say for certain that this is bugged, but I can say I've spent longer with this, Inconspicuous Catfish, and Golden Sunsoaker as my only remaining than the rest of them combined. I've tried Wandering Isle, Krasarang, Sholazar, Mechagon, Nazjatar, and Boralus over the course of ~5 hours and found nothing but repeats of fish I already had. I could probably give away enough fish to get half the achievement for 2 other people with duplicates to spare...

I'm going to give it a while to see if a hotfix comes out, I'd tend to recommend others do the same. Maybe I'm unlucky, maybe the universe has singled me out personally, but I have to say the odds aren't looking good for this being anything but broken.

Update: Got bored and decided to give this another shot, spent another 4 hours in Valley of Four Winds and finally got the Goby. Still waiting on Inconspicuous Catfish and Golden Sunsoaker. Looks like maybe not bugged, just incredibly low odds. Good news is I've got enough Lane Snapper and Fangtooths to retire on.

I didn't have any luck with any of the other "good spots" people had posted. Stopped at Turtle beach in Karasang Wilds (77.50 28.50) on the way to hand in a mimic octopus to Nat Pagle, and caught both the Travelling Goby and the Very Tiny Whale within about 10 min. It's a nice open, flat spot, with no hostile mobs.

Got it in Krasarang Wilds while trying for Unseen Mimmic which was supposedly more frequent there. In the end these ones can be acquired anywhere, don't get too attached to specific spots.

I caught two of these in Tol Barad trying to find the Prisoner Fish. I was on the non-PVP side (which is the wrong side of the zone for prisoner fish -- a lucky mistake?) at /way 41,92, 43,76

Surely a bug but I got this one on a ship from a legion invasion scenario, and I don't even have the first achievement... Is the item useful for something other than the achievement?

Got mine from Kaskala (68,48) in Borean Tundra after 30 minutes along with a Collectable Saltfin and Very Tiny Whale.

After looting some of these fishes, I started to have a feeling that one of possible ways how to obtain this is looting fish bubbles after you teleport to somewhere else, or fly down to a new place from elsewhere - it's "Travelling" goby... I often looted them in portal room in Orgrimmar after teleporting here. But definitely it is not it's only rule or condition.

After a lot of tries (about 4 hours probably) I saw the video and decided to go to the place (Jade Forest - Tideview Thicket at 38.74 5.68). After 12 min I got 3 Jade Story Fish, Invisible Smelt, Inconspicuous Catfish and a Travelling Goby. It's also a good general cliff to farm on since the bubbles always spawn in front of you when you position yourself at the edge.

This is not bugged and can indeed be caught anywhere.

Got it on the bridge in Jade Forest (40,41) which is the best spot for farming the catch anywhere fish. (It was the last one I needed)

Tried Jadeforest, and Sholazar, and PortalRoom for this little bugger. Then I decided to give floating Island in Nagrand a try (45/59) and look at that! I got it within 8 Fish and Achievement on Ocean popped up. So happy about finally finishing this <3

I only found out about this secret fish achievement from a random secret fish I found while in a raid group in LFR Ny'alotha. I didn't have the goggles on but looted this and a Very Tiny Whale before the raid ended, both in front of Ra-den. I'd guess someone in the group had the goggles on but didn't know to check before we left.

Kaskala is a very good source for the "common" fishes. I caught multiple Invisible Smelt, Golden Sunsoaker, Camouflaged Snark, Travelling Goby, Deceptive Maw and Very Tiny Whale within an hour.
There is a good spot behind the benches with good visibility to the surrounding area at 67.1 53.0

Just caught the Travelling Goby from a Hyper-Compressed Ocean someone had put down on my badly geared level 50 Pally. She has a fishing skill of 9. I have not done any of the secret fish achi's on any char and do not have the goggles!

Got this today in Jade Forest at the slickly stream (42, 62) after around 10 mins of trying, had tried Sholozar and Nagrand, with no luck. It dropped about 5 minutes after the Elusive moonfish I needed too.

Is anyone else running into the bubbles being bugged, where you try to click them but they don't work? Usually another one appears after and it works.

EDIT: So far it appears that this bug happens when you try to grab the bubble while on a store-bought mount.

I found a great spot in Northrend, Shalazar Basin... the Makers Perch /way 27.8, 37.6

Its a large Gold Dome, if you hover 20 feet above it the bubbles always spawn just on top so float down click and float back up. I got around 7 of the common fish including the Travelling Goby...

there is great contrast so the bubbles are simple to pick out and you dont have to chase around on flat surfaces with obstacles.

Finally got this outside Area 52 in Netherstorm. This was the very last fish I needed, and I have a theory.

What we know from these comments:
-The Traveling Goby can be caught anywhere.
-For a lot of people the Traveling Goby is their last fish.
-For a lot of people the Traveling Goby is quickly found after a change of location.

Have anyone considered that the "Traveling Goby" may actually be "traveling"? And that the sudden change of luck is actually the fact that you found the location that the Traveling Goby happens to be in right now?
For science I returned to Area 52 after about 30 min and kept going, and after 15 catches I got my next secret fish which was indeed another Traveling Goby! After that I went on for another 35 or so catches and got a lot of secret fish, but not another Traveling Goby...

Maybe it was just a crazy coincidence that I happened to get another one of the fish I have been looking for for days. Or maybe I managed to snatch another Goby before they moved along on their travels around Azeroth.

i have had n luck with this one or the night time one 2 evening in a row now. ive got every other fish almost 20 times each now. and still not goby. i think the new patch is glitched
Edit: i finally got one today. i started thinking maybe go near traveling merchant so i stayed near him for an hour got nothing. i tried an hour in the dalaran and azshara zones. nothing. so i tried in dornagal. 3 minutes in i got it to complete achievement. I'm thinking it may be a population thing. more players around you the higher the chances of you getting it.

I caught it in Jade Forest on the bridge everyone are talking in about 5-7 minutes. Before that I was fishing in Area 52 for about 20 minutes. And before that in the Stormwind up top mountains near the mage tower for 20 minutes. Aaaand before that I was fishing (clicking bubbles) basically everywhere on Azeroth. I quite liked the theory about that Travelling Goby is actually a travelling fish, so I stick to this strategy and didn't spend more than 20 minutes on a location. And as a result I obtained it really quick after switching location. This was my second last fish I needed.
