Does this item carry between scenario runs?

Just tested, it does NOT transfer between runs. If you get it during a scenario, it will disappear when you leave that scenario.

Just in case if you are looking for more of those you can always kill rare mobs which is Icefist, Bloodfeast, Bonesunder, Iceshatter, Dregmar Runebrand

The "The Deaths of Chromie" text states that it can only be available inside the instance.
Other examples of this are Dark Keeper Key, Relic Coffer Key and others which are all instance specific and state their instance name on the item.

If you leave the instance, for any reason, they will disappear.
Thankfully, dying ports you back to instance zone in point and there is no run back (as that would be considered "leaving the instance". example: the keys in BRD which disappear after death).

While it's extremely unlikely to encounter them during normal gameplay, buffs provided by this item do have stack limit:
Stolen Time caps at 100 stacks (1000 seconds or bit over 15 minutes)
Wings of the Bronze caps at 10 stacks (100% bonus unmounted movement speed)
Hide of the Bronze caps at 9 stacks (90% damage reduction)
Both Fangs of the Bronze and Favor of the Bronze cap at higher values than I care to aim for, I got them to 39 and 28 respectively and decided to stop there.

My way to farm 8-12 Sands of Time in around 2-3 minutes:
( Sands of Time can obtain Time-Lost Wallet for the two Pets Ageless Bronze Drake and Bronze Proto-Whelp )

You have to enter the scenario and enter the very left portal "The War for Andorhal".
To obtain the portal you have to do:

Kill Emeraldine Plume for 24 Emeraldine Plume and Emerald Lasher for 30 Twisted Fiber
Combine these into 3 Nightmare-Catcher to enter the Emerald Nightmare, and defeat all 6 Dream Tormentor (2 per Ancient).
Defeat Thalas Vylethorn by the skull/hand statue.
This boss drops Gleaming Chronoshard to start Gleaming Chronoshard and unlock the Andorhal portal back at Wyrmrest Temple.

Once you've entered the portal accept the Quest from Chromie Sky Ablaze With Cannonfire to get one more Sands of Time .
Afterwards fly straight to kill (each marked with a star on the minimap) Roobi Skizzelvolt , Talessah Towhide , Gro'thogg , Hexweaver Jakunda and Apothecary Tillings .
They drop around 1-2 Sands of Time each. Be aware, sometimes there are Time Chest directly close to those NPCs. Which also obtain 1-3 Sands of Time .
Kill the canon to complete Sky Ablaze With Cannonfire and turn it in.
Do not forget to open your Sands of Time , they will disappear if you leave the scenario.
Right click your portrait to quickly leave the scenario.
Speak to Chromie again and repeat the steps till you have your two pets. :)
