This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head over to Glorius Goods. As soon as you enter the building, look to the left and you should see a bookcase. The book spawns on the middle-left of the bottom shelf.
