To obtain this recipe you have to unlock a few quests first. Quest in Suramar up to First Contact and obtain the extra button Masquerade.
After that you should be able to pick up Demon Flesh in Dalaran. By completing you end up at Stalriss Dawnrunner. Continue with the quests he offers until Fel Tanning. (This quest didn't show a highlighted tanning rack but I could open my LW manually and craft nearby the rack)
After all this he will turn into a vendor.

Can I just mention that there's a lot more to getting this than saying you have to unlock this achievement or complete a certain questline.

If you are a leatherworker, and you made the mistake like I did by buying out the RANK 2 leatherworking patterns from the leatherworking trainer in Legion's Dalaran, then you're like me, wondering how in the world you're going to get Rank 1 when the merchant -- Stalriss Dawnrunner may not be showing all the patterns in his stock. I ended up having 14 patterns taking up space in my bank, and all I wanted was to learn them and get my golds' worth.

First of all, you need to be level 98 to start these questlines that will eventually have you meet Dawnrunner, and as you go along, you might be required to be up as much as to level 110 for some quests in order to get them. When you start your Burning Legion expansion, the first thing you want to do is start your leatherworking quests. Me, I quested through Legion and didn't bother with dungeons and profession questing, so by the time I got around to it, I was level 120. A bit of a bonus since it made burning through all of this a bit easier without worrying about my level or whether I could handle the kills.

Here are Legion's leatherworking quests. Read this thread, and specifically Varenne's excellent guide to all the Leatherworking quests. They all need to be done (exception: Mounting Made Easy).

The creepy little leatherworking trainer in the cave (Stalriss Dawnrunner) eventually gives you the last of your leatherworking quests: (finish Demon Flesh then carry on to) Hounds Abound, Wrong End of the Knife, and Fel Tanning. After completing Fel Tanning, you can click on his wares and see all those Rank 1 recipes that you need to buy/learn so you can carry on and learn your Rank 2's.

But wait, there's more!

You need to get in to Suramar to get some quests completed along the way. You'll find out quick that you can't just "go to Suramar", because you'll get spotted by guards and continuously attacked. In order to open the area along with your leatherworking quests, you should also start the Nightfallen But Not Forgotten questline.

Thankfully you don't need to do the entire line in order to complete what you need for the leatherworking quests. Carry on with the questline, and when you get the quest An Old Ally, you are almost there! That quest and the ten others thereafter get you a mask that can get you in Suramar to deal with some business there that eventually opens up the last leatherworking quests in Dalaran that have you meet Stalriss Dawnrunner. You're home free when you get his few quests and finish them!

My advice is to do as much leatherworking questing as you can from the Dalaran and High Mountain trainers until you can't anymore. Make High Mountain your starting questing area if you've hit level 100 and are starting the Legion areas. As a leatherworker, there's a lot to skin along the way, and Nesingwary is in this zone, which is a plus. When you're at a break in the leatherworking quests, it is either because you aren't the required level, or Khadgar needs you for a while. So go ahead and do what Khadgar wants until you come back to Dalaran and see if your leatherworking quests pop up again. Like I said, both questlines need to be done.

Life is so much easier if you are a higher level going back to these areas to solo Eye of Azshara -- which is needed for a quest, and to exterminate any interruptions. Of course, those who are level 100-110 are going to take a lot more time. As a 120, I did this from morning until afternoon on a Saturday on my 120, so I can imagine that with that sort of time invested, a level 100-110 is going to take three times as long at least, and require a group for the dungeon, and possibly some zone bosses.

Good luck, and really, to avoid this whole mess, don't buy Rank 2 anything before knowing how and where to get Rank 1 stuff if bank space is an issue, or it just plain bugs you to have patterns and recipes you can't use before your time. Otherwise, you'll need to get all these quests done anyway for achievements and glory, so there you have it.
