The Herbs for Legion are the following: Aethril, Dreamleaf, Felwort, Fjarnskaggl, Foxflower, and Starlight Rose
Aethril, Dreamleaf, Felwort, Fjarnskaggl, Foxflower, and Starlight Rose are found on the Broken Isles, and each currently are set to have associated seeds that can be planted there.

Perhaps redundant, but there is no equivalent ink to combine pigment into.

Quick 7.3 Update: From milling 265 Astral Glory, it seems they give about 8.5 Roseate and 0.83 Sallow per mass mill - that's pretty much less than any other herb, so do not use them for milling unless they get cheaper than other herbs.

This is the common pigment that can be milled from all Legion herbs. Inscription recipes use these pigments directly, so ink doesn't exist anymore.
You learn the mass milling techniques simply by milling the appropriate herbs. I did my milling in Dalaran and got the quest items after milling 1-5 times, the quest simply has to be completed in the Inscription shop.

From milling all my accumulated herbs (on beta, 1 week before launch), I got the following results:

Starlight Rose yields the most Roseate Pigment, but since you only get 0-1 herbs per node, it might not be the best idea to mill them. Felwort is great for Sallow Pigments, but only 5-10 can be obtained every 3 days.
Due to the Nightmare Pods, Dreamleaf yields the best results overall for normal herbs, but it might be harder to get higher ranks for gathering them more efficiently.

I did a test run gathering Aethril (rank 2) in Azsuna for 1 hour (just running around the zone in a big circle, following the road). In that time, I got 761 herbs and 378 seeds from 155 nodes, resulting in 402.6 Roseate Pigments and 31.8 Sallow Pigments.
Considering this, it should take about 25 herbs = 4-5 nodes = 90-120 seconds to craft 1 Tome of the Clear Mind. Note that this is with Aethril, you should get more herbs per node with rank 3.

Not sure what the heck I'm supposed to do with all these. You get so much more of these per Sallow PIgment it's nuts.
