Used to free Alliance prisoners in Warspear Outpost: Field Marshal Kerwin, Marshal Andrea DeSousa, Commander Jobby Shortsight and Marshal Andrea DeSousa.

The first three are found in the basement of the Horde relief hut, on the left when you enter the base, while Marshal Andrea DeSousa is found just outside the tower.

The "Jail guard", mentioned in the description is Prison Guard, who can be found in the jail with horde prisoners. To reach him, enter the main Alliance building (with vendors) and on the right in the back of the room You'll find a staircase down.
He tells You about Alliance prisoners in the Horde camp.

Somewhat unbalanced that the key the Horde needs is a near guaranteed drop from an NPC inside the jail, whereas the one the Alliance needs has to be farmed before you arrive :-/

I received my first key last night, but didn't get to use it. Having the key an easy access for horde is typical of blizzards continued favoritism toward the horde regarding pvp.

I just earned the achievement today, and it took me less than 20 kills to get all 3 keys. I farmed the horde prison guard after learning that the loot table had been updated. Very easy to do, with good pvp gear this mob is easily soloable. Respawn for me was 5 mins every time, I set the stopwatch after every kill, the respawn was always 5 mins for me. What I did was just stay in the back of the horde prison and just killed the guard every time it spawned. Good Luck on the achieve!

I have killed the prison guard and the one lone centurion towards the back of the horde base by their immunity bubble well over 20 times and seen zero keys so far will be updating when I finally get a key to drop. The only key I have seen so far was looted off a blood guard.

After 35 kills I got my first key! I will update when I get my 2nd again.

just to clearify a bit, after you run into the horde base and make a left it is the big building, you run in and make a right and run out the back door and around the building to the stairs leading down, i missed it serval times when i was doing this achieve.

I was farming the prison guard for over an hour, not sure exactly how long. (alliance side) then some guy in general asks what the key is used for and he had 3 of them apparently. LOL so I asked how he got them and he killed warspear blood guards. So I went to emberfall tower, killed maybe 5 and was able to loot a key. Far better than farming the prison guard. I think the drop chance have increased from the blood guards.

Doing this achievement requires a lot of time. My experience on 3 and 4 of Apr-2015:

37 Prison Guard kills - 1 key (and 10-11 artifact fragments each kill)
28 Warspear Centurion kills - no loot at all
138 Warspear Blood Guard kills - 2 keys

I spoke with a GM about another issue I had in Ashran and brought up the drop chance of this key. Aparently the low drop chance from the Prison Guard is not intended (or was decided to be a bad idea) and is already scheduled to be fixed to a 100% drop chance in a future hotfix. The GM could not tell me when that hotfix will happen, but it might be worth holding off farming if you haven't completed the achievement yet.

As of 9/1/15, the drop rates on this key have greatly increased. It looks like the dev's also closed up the back way into the horde base. ~~The cages on the prisoners are also missing.~~ I am guessing this was due to whatever map change they did to close the backdoor. ~~The key is used for an achievement that will not be doable until the dev's fix the cages.~~
Update, the cages were fixed a couple of weeks after the patch that upped the drop rate.

You can use these keys to unlock the cages imprisoning the NPCs needed for the Achievement Rescue Operation.
(Rescue Operation - ID 9256).

You don't actually have to unlock each cage yourself; just being near someone while they unlock the caged NPCs granted me that NPC's progress for the achievement.

Warning: if you are faction swapped in Ashran through the Mercenary mechanism, you can still use one of these on the Warspear prisons, but you won't get the Conquest reward! I've reported this as a bug…

Interestingly enough, if you are alliance and transfer to horde, these will NOT become Stormshield Prison Key, granted you had one or more in your back upon transfer.

There is a funny loot bug currently in BFA Patch 8.1 with NPC (in Zuldazar). He dropped a Warspear Prison Key for me.

After some investigation on wowhead and a few youtube videos later I found the solution to this "riddle":
This key was used for a small event to free prisoners from the enemy base in Ashran back in WOD. Ashran has been removed in BFA and the key is now useless. (ID 143551 Zuldazar) was in Ashran as an NPC with the same name, but different ID (ID 88771 Ashran).

I assume the world builder / quest designer who created (ID 143551), simply copy pasted the data base for that NPC and forgot to change his loot table. So he still drops the key for Ashran, although it has no use anymore.

Keep it as a memento or delete it to free up inventory space.

Got one from high warlord volrath (in zuldazar) today. Went back to ashran and found nobody or nothing to use it on :/

Edit: GM confirmed it's nothing useful anymore, that it's a bug and that I can delete it or keep as a souvenir :p

apparently this is droppable for the horde too

the centurion in the mugambala in zuldazar dropped it for me while i was using the n'lyeth, sliver of nzoth toy

it is pretty much useless as you cannot do anything with it, well since, you are horde

Fun fact... My Horde party member was doing the Servant of N'zoth quest, and killed Centurion Firescream. Both he and I looted this item off his corpse as horde.
