you might want to check the Stormwind Enchanting supplies jessara cordell i bought 9 of them from her at once so if you are going for the Engineering: Flying Machine you prob can get them all from her at least i did if any one else could confirm this i would appreciate it so i don't look like a !@#$

This item is not a stock-item now. At least the vendor in Stormwind got an infinite amount of them! :)

You can buy this from I'm pretty sure every enchanting supplies vendor. I know you can from the one in Org as of 3/3/2014

In BFA, it comes from scrapping stuff, too. Not exactly sure what, I scrap a bunch of things at a time and usually end up with 1-3 of these out of 9 items.

Didn't see an entry for the BFA vendor, so I thought I would leave a comment. There is one on the dock area for Alliance - Magus Delitha <Arcane Oddities> - down past the Island Expedition table, where Blaze the Blazehound patrols. Fiona is right behind her. Coords 68, 40 roughly.
