Introduction
Soul Cinders together with Soul Ash are a source of pure energy found in Torghast. Each week in patch 9.1.5 you will have the opportunity to get weekly a maximum of:

2.060 Soul Ash (1.030 for each availlable wing).
700 Soul Cinders (350 for each availlable wing).
100 Soul Cinders from the Covenant Assaults (more info about Assaults here). Two per week gated.
100 Soul Cinders from Tormentors of Torghast Maw event (thanks to CambrianLegion).
Potentially 10 more with each mission from Command Table (said here).

TLDR

New Torghast layers 9 to 12 will drop both Soul Ash and Soul Cinders.

Soul Ash will keep dropping as always. Now dropping 50% more than before.
Layers can be repeated within the same weekly lockout, to get 20% of the normal Soul Ash.
Soul Cinders will drop from 8, 9, 10, 11 and 12 layers. More than in patch 9.1.0.
Soul Cinders will be required to upgrade your legendary to rank 5 or 6.

Crafting (and upgrading) Legendaries
Information on how to craft Rank 5 or 6 here. Total crafting costs on rank 5 and 6 (for costs on Rank 1-4 check Soul Ash top comment):

Rank 5 (249 ilvl): 5.150 x Soul Ash and 1.100 x Soul Cinders
Rank 6 (262 ilvl): 5.150 x Soul Ash and 1.650 x Soul Cinders

If you are upgrading your Rank 4, you'll only need the Soul Cinders.

Adding this note here as the old location is an article specifically speaking about the initial legendary creation for ranks 1-4. This will help people looking to make Ranks 5 and 6 from any point, from any rank of legendary.

As of 9.1.5, you can farm this in Torghast (350 Soul Cinders per layer 12 completion) as many times as you want, with no weekly limit.

Just to add for the casuals: you can do any level from 8 to 12 to get the cinders.

E.g. for something like ilvl 200 chars, you can do level 9 seven times on one day until you got your 1550 cinders. 230 times 7 equals 1610. Well kind of nice if you want your 262, but it is awful for people leveling their profession!

Basically all 190 210 225 items are worthless now. But you still have to make them to get ro rank 4, so you can craft 262 items. A new char maybe buys a 190 item for 20 gold to craft a low rank legendary because its so cheap, but they will skip ALL THE OTHER RANKS spamming Thorgast until they got 1550 cinders or more. All the ranks inbetween wont be bought anymore. Leveling up a single slot for your profession will cost you 500k to 2000k gold (or maybe even more), you will NEVER GET BACK. More than 100 Euros in my area, if you convert it into money or a hell lot of AH trading or grinding.

FWIW as of 9.1.5 Covenant Assaults (each assault) and Tormentors of Torghast (first completion per week) now drop 100 Soul Cinders not 50.

Do the Maw assaults, do the Peeve the Jailer weekly for Korthia. You'll get enough eventually.
