(This is for Shadowlands, so there are no longer any rep requirements) You must be level 50 and have completed the Secrets in the Sands achievement as stated above. Unfortunately, there are quite a few more steps that they don't tell you about. You have to go back to the embassy in Ogrimmar and the panda there will tell you that you have guests at Grommosh Hold. Go there and watch Bloodbaine basically tell the Vulpera thanks but no thanks and then Kiro will give you another quest. Sorry, I didn't get the name of it, but you have to talk to the 3 commanders in Grommosh Hold and then turn back into Kiro who will send you to find him the Twilight Highlands. You will get and complete these quests:
A Little Goodwill
Worthwhile Repairs
Peon Promotions
A Party In Your Honor
Strength and Honor
Job's Done
Then head back to Ogrimmar.
Get the On the Outskirts quest and head to the Portal Room and go to Zulduzar.
Meet Nisha there and do these quests:
Destroying the Source
Explosions Always Work
We'll Use Their Weapons
Taking out the Tidecaller
Threat Contained
Then back to Ogrimmar
Get the quest Meet with Meerah, go the Azuna portal and then to Suramar, do these quests:
The Vintners Assistants
Playing to their Strengths
A Particular Process
Fermented for the Horde
Sip and Savor
Awaiting our Arrival
Back to Ogrimmar one last time to Grommosh Hold, complete the quest New Allies Among Us and now you have officially unlocked the Vulpera.

This is good info let me just add a little.

After talking to the Panda in the embassy you have to do his quests;
a Call for Allies
a Choice of Allies
Guests at Grommosh Hold
Then you talk to Kiro and have to complete his quests;
Declaration of iItent
New Allies, New Problems
No Problem Too Small
Where are the Workers.
Which then leads to;
A Little Goodwill
and the rest as listed by kdbetts.

So this took me a few hours but here are the steps to start this quest line as a maxed 60 in shadowlands who hasnt been to Zandalar before (i started this character in shadowlands after not playing since Legion):

Port to Zandalar from Hub city

You need to begin the "A dying world quest" for me this was found in Dazaralor after turning trivial quests on and being the only quest in the zone not where the location is indicated on here; A Dying World - speak to Magni Bronzebeard

Do the 3 quests to obtain the heart of azeroth.

Now you have the heart, go back to Zandalar and you'll see a quest on arrival, accept and you'll do the zandalar intro quests. Once able you will be prompted to select a zone. Select Voldun and you'll begin your quests to unlock the race, only follow the main questline which is clearly documented on each of the links on here: Secrets in the Sands

YOU NO LONGER NEED EXALTED.

Once finished the quest line, go back to your Hub and check your embassey and you'll have a quest, now complete all the quests (there's a fair few all listed above in the comments) and you'll unlock the race.

Starting from patch 10.1.5, all restrictions for unlocking Allied Races have been removed, with the exception of a level requirement.
All Allied Races can now be unlocked once you have a level 40 character on your account (was level 50). Blue post.
