Not 100% sure but it seems winning 50 times gets you the achieve, I started a counter after winning a good chunk of times and got to 32 and got it

Using the toy "Twilight's Blade Top Secret Strategy Training Guide" does increment wins in this achieve.

The easiest way to win this consistently is to take 3 corners as your first 3 moves. It creates a triangle with 3 possible victories that your opponent doesn't have enough moves to block.

As ItsFrshh stated, picking 3 corners seems to be the most reliable way to win this, but if your opponent's first move after yours is the middle tile, it might be scuffed, unless the opponent does something dumb, which they do do from time to time.

Picking the three corners leaves you with the center or the sides to snag a win, and the AI rarely seems to catch on. Took me only a few minutes to get this achieve. Happy tic-tac-toeing!

Today I learned some people are just now finding out you can rig tic-tac-toe to always be a win when going first (or a draw if the opponent actually knows how to counter, but this AI doesn't).

The best method for this is to play all three corners, typically the AI will choose randomly, but sometimes you will end in a draw based on where it chooses to place its icon.

In the Twilight Highlands, during the pre-patch, the Stolen Twilight's Blade Stratagem (50.26 81.42) can be clicked to start a Tic-Tac-Toe mini-game.

Winning itself doesn’t grant any reward,
but anyone who wins 50 times will earn this Feat of Strength.

Best tip for the highest win chance:
Start in a corner and keep playing the corners until a win is possible.
The opponent doesn’t seem to be very smart.

Additional tip:
Keep playing the mini-game until the announcement for the next rare appears in chat —
this way you can use your time as efficiently as possible!

Was able to complete achievement in Dornegal with the toy Twilight's Blade Top Secret Strategy Training Guide, apparently not necessarily a requirement to be in the Twilight camp like the achievement states.

You can find this achievement under Feats of Strength > Events, even when unobtained, and Shift-Click the entry, or use this command to track it:
/run C_ContentTracking.StartTracking(2,61430)
My strategy, numbering the fields like a numpad:

Pick a side field (2/4/6/8)
Pick a non-opposite side field
Pick either the connecting corner (1/3/7/9) or the center (5), depending on the computer picks
Unless the computer happened to block you, you now can complete a line

i find that the highest win rate tactic is to go

(1) start on one diagonal end (top right, top left, bottom right, bottom left)
(2) take another corner (preferably the one diagonally opposite)

from here on, just make sure opponent cant get 3 in a line. If such threat does not exist, take the last corner if possible.

What might happen is either AI block every path and end in a draw, or, you got mark on 3 corner, and AI will try to block one, leaving u with another path forming 3 in a line.

From my 50 plays I always had two outcomes for this ,always started top left corner 1:Usual strategy if opponent plays corner play 2 other corners and close row 2: If opponent plays middle play bottom right corner, play remaining corner , close row.

The most optimal strategy is to play corners, but if your opponent plays middle and a side on the first 2 turns, that seems to be a 100% draw rate. Can't find a consistent strategy that works for that.

Just in case people are unaware of how to play tic tac toe....

Strategy the worked for me, 50 wins, one draw (because i absentmindedly pressed the wrong tile).

- I always started bottom right.

1. If AI goes to DIAGONAL CORNER TILE, you go to BOTTOM LEFT CORNER TILE, AI will go to bottom middle, you go to TOP RIGHT, two way fork.

2. If AI goes to NON-DIAGONAL CORNER TILE, you go to DIAGONAL CORNER TILE, AI will go to middle, you go to remaining free corner, two way fork.

3. If AI goes to a SIDE MIDDLE TILE NEXT TO YOURS, you go to the CENTRE TILE, AI will go to diagonal corner, You go to Corner that ISN'T next to an opponent tile, two way fork.

4. If AI goes to a SIDE MIDDLE TILE OPPOSITE YOURS, you go to the CENTRE TILE, AI will go to the diagonal corner, You go to corner that will block its win, two way fork.

5. If AI goes to the CENTRE TILE, you go to the DIAGONAL CORNER TILE. This is now the only time the AI can force a draw.

5a. If AI then goes to a corner tile, you go to the remaining corner, two way fork.

5b. If AI then goes to any middle tile, you will both play blocking the other's win until a draw.

Please be aware, sometimes the AI is STUPID, with a capital S, and will not see your potential win,

If at any time the AI differs from the above and creates an easy win for you, take it.

I have tried the 3 corners method. For reference, I choose Horde, and AI is Alliance. I will abbreviate this with H and A.
When I fail/draw, here is what happens.
H is placed top left, and A responds with the middle. I place mine in the bottom right, and A goes middle right. I am in a crossroads, because if I choose to block my opponent, my only outcome can be a draw, but if I choose to continue with the third corner, it's an immediate failure.

There are many other ways that a draw or failure can occur, but with all that said, while the three corners method is the most efficient, it is not 100%. Do not expect to win every time.
