From what I've seen, rare pets spawn with a chance of about 20%. The shortest respawn time I've seen is 20 minutes, the longest is 1 hour and 30 minutes.

For what it may be worth, if you've also been unlucky with the "rare" pets, and you either can't or don't want to camp the spawns, they're guaranteed to be available just after weekly server downtime. If you swoop in quick you can nab all the missing pets really easily!

I had some luck with the rare mainland pets (Pangolil, Silvermoon Broom, and Wrathful Wyrm) with a chromie timed low level alt since the zones reset to a fresh phase, but Harandar and Voidstorm are still instanced with the normal non-chromie timelines.
Couple of ways to get to new SM; Endeavor portals in your neighborhoods or visit a neighborhood with it up, Arcantina Key, or just fly in.

If you co-ordinate with other players and click at the same time (or near-same) then you can each loot the pets at the same time.

If you'd like a way to easily get the rare pets I made a quick 1 minute guide in the "Video" tab.

Process:
1. Create any Allied Race.
2. Head to Chromie and choose Dragonflight Timeline.
3. Head to Silvermoon Portal and take it.
4. Head to the zone you want the rare pet in. Level 10+ can Dragonride.
5. Catch that mf.

Any level 10-79 chararacters basically get their own sharding for some reason when doing this trick, so you usually can find the pets extremely fast. I've tested this and have caught about 10 Wrathful Wyrms back to back.

just a heads up, the achievement is account wide so if you're missing one rare or anything you can always realm hop to a low pop one and still get the achievement!

Got my last three (Mud Potadpole, Riftblade Familiar, and Pangolil) all by making a trial druid on a low-pop server and going into Warmode. I found all of them quickly, though Pangolil took my husband also making trial toons on other low pop servers and inviting mine to group about three times before I caught it. It's definitely a viable option.

Midnight Pre-Season Theory:

Each zone has an uncommon pet tethered to the rare of the same model. If the uncommon pet is up, then the rare won't be. Either the uncommon or the rare pet should always be up, but only in one spot. If you capture or kill it, another should appear in a random spawn location within a few seconds. I found it's best to keep moving and retrace my steps because sometimes the uncommon will reappear in the same spot, but only after I've flown away and come back. Keep doing this with the uncommon pets until the rare spawns - usually at one end or the other of its patrol route.

I tested this thoroughly with Nether Familiar and Wrathful Wyrm on a dead realm in War Mode. First sweep took 3 kills. Second sweep took ~30 kills. No other players appeared to be present to skew the experimental results.

I just got this morning. Pangolil was my last one to get. I didn't have Warmode on and he was at 45.24, 54.34 almost to the end of the bridge. Good luck guys......

Call me old-fashioned, but I prefer to have a sense of challenge when it comes to doing Pet Battles, namely gathering up my dedicated Capture Team: Good Boi Woofington, Cog Boi Brutus, and Ice-Face McGee and smacking a Battle Pet in Turn-Based Combat to weaken them enough to put them inside of a cage.
It's part of why I don't consider Pokémon Go an actual Pokémon game: no strategy, no challenge, no reason to go collect them if we can't do battle with them afterwards.

This is unnecessarily time consuming - waiting for a pet to spawn that cant even battle. If you're going to take away the function why make the collecting a time wasting exercise?
