Underbelly Tycoon achievement is obtained by collecting 20k Sightless Eye. Current cap for Sightless Eyes is 5k so you have to spend it in order to collect more, total amount of collected eyes is what counts for the achievement! For this achievement you'll get a Ratstallion mount.
Sightless Eye is a Dalaran's The Underbelly currency. You can spend it on a lot of useful things from pet battles to different high rank profession recipes.

How to get Sightless Eye:

PvP
When you enter Underbelly you get Sewer Guards or No Guards debuff. Sewer Guards means the guards are on their posts and no PvP is allowed. No Guards means there is no guards and Underbelly becomes free for all PvP zone. During that time you can farm Sightless Eyes by killing other players, you get from 15 to 50 Eyes for each kill.
Guard Captain Raethan is the one controlling the guards. You can bribe him to call off guards or call them back for 50 Sightless Eyes. You can even hire personal guard if guards are not on their posts for 5 gold and you'll not be flagged for PvP.
Mobs
Some vendors in the Underbelly sell items for Sightless Eye that can be used to summon different mobs around the area. Anyone can engage in combat with them but you'll get the loot anyway if you tagged the mob, you get about 1-10 eyes for each kill.

Bosses
There are mini-bosses that will spawn when you have Sewer Guards debuff which means the guards are on their posts and no PvP is allowed. You'll get 50-90 eyes for each boss.
You can double the number of eyes everyone gets from bosses by using Wild Mana Wand on them, you have to use it when the boss has more than 90% health. It increases the health of the boss by 200% and damage by 50%.
All mini-bosses scale their health based on the number of players attacking them.

Chests
There are three types (small, medium, large) of chests that will spawn when guards are not on their posts - No Guards. The bigger the chest the more time you need to open it. You have to be flagged for PvP in order to loot the chest. Small chest gives 10 eyes, medium 40 and large 100.
Fishing
Fish pools will spawn in the Underbelly Black Market Auction House area. Your fishing skill doesn't matter. You can create fish pool by using Fel Chum which is sold by Oxana Demonslay for 350 Fel Chum. Caught fish Bloated Sewersucker contains 4-5 eyes.
Quests
Fizzi Liverzapper is in the Alchemist Lab The Underbelly at 75.8, 83.2 (south-east on the map),
she offers you Experimental Potion: Test Subjects Needed which will transform you into a
various creatures granting different Experimental Potion buffs for 20 minutes.
Buff persists through death and is working only in The Underbelly.
Quest reward is 150 Sightless Eye.
You will be transformed into one of the following creatures:

Skrog
Transform you into a skrog when you are in a space that is large enough to contain one.
While transformed, your health and damage are tripled.

Sightless Eyes can also be obtained by Pet Battles. Each battle with the local Sightless Rats will give you 75 Sightless Eyes in addition to the usual XP. Dangerous way to farm them, considering the low spawns and the players trying to kill you, but they do count toward this achievement.

So I did this with 10+ hours of fishing as soon as launch hit and got this a little after midnight on the 31st. Here is what I did:

When the guards are present, you continue to fish no problem. But, when they go on break, which will be stated, you are marked for PVP to EVERYONE. So what I did was I walked out of the tunnel, took a left up the small ramp and talked to a guard on the left hand side and paid him to be my guard for 5min which is 5g. Also, there is only one area to fish in at the new Dalaran sewers. I continuously did this.

Pools: These pools give you 5-9 Sightless Eyes
Rares: I got about 40-70 Eyes per rare. But it seems they go up to 225 as of recently.
Treasures: You receive 100 for the large chest, 40 for the medium chest, 10 for the small chest. 2-3 medium chests appear and 3-4 small chests appear. These give 7k-8k xp per chest no matter the size. I actually gained one level doing this.

When the guards are at their post, rares spawn. When they leave their post, treasures spawn. So be careful!
A very odd thing (maybe you will get lucky too), was I got phased out for some reason doing this. Meaning, I was the only one in the sewers for one hour which was great! I got to open all the treasure and fish all the schools up by myself. I only did one quest to open up the sewers which could be part of it but I am not sure.

Also note that you can only hold 5k at a time, which means you will have to buy items as you go along. Plenty of recipes down there though!

Did this today with around 10 hours of farming, some time being pretty poorly used. I guess you could do this in 5-6 hours. Here's an easy way to achieve this in the shortest time possible, using 2 different phases

Since most people dont have a clue yet about how underbelly works, you can easily farm a lot of sightless eyes very quickly

First thing, you should really group up with people willing to farm for this. It also works in raid (as of this post) which is pretty crazy and will probably be fixed pretty fast.

During PVE phase (guards are active), start a boss (preferably the fire mage, the bat or the rat) and empower it using the wands sold by the vendor named Drizzik "Proudmoore", he is located near the alchemy lab.
This will increase considerably the health and damage of the boss, drawing alot of people on him to kill it.

When the boss hits around 60%, go to the guard captain and ask him to call back his guards then immediatly get near to the boss. Everyone is going to be flagged for PVP and great chaos will follow since most people don't understand yet that can happen.
Now what you should do is AOE as much as you can. Since there are LOTS of people on low levels (100-106) that are doing their quests and are clueless about the whole bodyguard thing, you will most likely get 10-15 kills instantly. Each kill rewards ~20 sightless eyes, which is 300 eyes in a few seconds

Fight players your best and when the boss dies, dont forget to loot him for an extra 200-250 eyes.

You should have something like 1K eyes by doing this if you are pretty good.

Now you are in the PVP phase where chests spawns. What you should do is AVOID trying to take the chests: they contain very few eyes and are not worth the effort (100 for the big one, 40 for the medium, 10 for the small ones)
It means if you kill 5 people, its the same thing like looting the big chest. And its crazy how people just tend to rush the chest stupidly
So stay at range and shoot from there (boomkins, warlocks ...) and melees stay near to protect them
Once PVP phase is over, PVE phase starts again ...

Keep doing this for a few hours and you're good to show off with you new epic sewer rat mount

Until 9/6/16 you were able to farm Sightless Eyes in a raid, making this a relatively quick grind of 3-4 hours. It was stealth-nerfed with no restart making it so that you can no longer gain Sightless Eyes when in a raid group.

Now it seems your best option is to get a good 5 man group together and pvp your heart out. GL all.

The sightless eyes gained from the various 'Experimental Potions' quests that pop up daily *DO* count toward this achievement.

I would assume that means the eyes from Tales of the Broken Isles would as well, but as of yet I have not had a Tales to experiment with.

Only took a couple of days running a 5-man group down there, it goes by surprisingly fast! Just remember to buy stuff from the vendors down there once you reach 5k Eyes; it caps and you won't earn any more until you get rid of some.

I had been going down to turn in the quest whenever I saw it, but I hit the halfway point and wanted to get finished up.

To give you an idea of the how long it takes, I killed bosses, killed summoned creatures, fished, and pet battled (blind rats); I finished the last third (6664 eyes) in 2 hours, 54 minutes this way, but I was not being as efficient as I could, so I could have done the entire farm in 9 hours or less.

Here´s how I did it solo, in around 10-12 hours, with little to no pvp (most of the time is incidental/bug):

- have the guards up ("no pvp") as much as possible (that means checking Raethan every 2min or so to see if the option to have the guards return to their posts is up), as the rare mobs (the best source of eyes now that the place is kinda deserted) spawn a lot more often during that time of peace
- ideally have a bodyguard (costs only 5g and lasts 5min), as you dont want to have the guards suddenly leave (it´s random) and be caught in some nasty pvp. Tracking the duration may be tricky, so I recommend creating a weakaura (ideally one that plays a sound) for an ability that has a 3-4min cooldown and use the ability right after you buy the bodyguard
PS:. (how to make that weakaura) type "/wa" (w/o the "s) and go to "trigger"; go to "type" and select "status"; go to "status" and select "cooldown progress (spell)"; type the name of the spell on "spell"; go to "actions", scroll down and on the "on hide" tab check "play sound" and choose the sound

- get 175 eyes somehow (this is the hardest part): either fishing the pools near the Black Market auctioneer, farming rares or killing players
- use the 175 eyes to buy Wild Mana Wand from Dazzik Proumoore (a goblin you´ll find going down the stairs right in front of Raethan and then up the stairs on the left as you go down; its on the way to Fizzi Liverzapper)
- use the Wild Mana Wand on the rares that spawn so they drop 2-3 times the regular amount of eyes they would (and also making them stronger; as a 911 fire mage I could solo them). You HAVE to finish it´s cast BEFORE the mob is less than 90% hp or it wont work. The best way to do this is to have the Ratstallion item you get from the (it´s a crate that appears relatively close to Raethan; someone has to buy it and use it and it will drop there; Raethan sells it for 950 eyes)

My strategy involves quite a lot of waiting (and for that I played the game windowed, and with my web browser open so I could watch an episode of something while keeping an eye on the minimap for notifications that the rares spawned). With an item from the Ratstallion Crate I would (in this order): make sure the guards are up ("no pvp"), hire a bodyguard, use the ability that i made the weakaura for, mount the ratstallion, sit in the middle of the spawn areas and wait for a rare to spawn.
I would then rush to the rare and use the Wild Mana Wand and tag/kill the mob, go buy more wands, rinse and repeat.

- since the cap for eyes is 5k and you only need to loot them for the achievement, the best things to spend your eyes (you NEED TO spend eyes or you wont be able to loot more) are: Crate of Ratstallion Harnesses, Wild Mana Wand (each rare will basically refund it, so I´d carry 10ish w/ me to save me the trouble of buying 1 by 1) and Underbelly Banquet (this came to me as a surprise, but the 400 primary stat buff actually carries over outside the Underbelly, so here´s a free lowly feast ftw; costs 650 eyes; it only spawns in 1 place so dont use another one if there´s 1 up)

Just a recap: the biggest issues I´ve ran into were:
- people nuking the rare mobs below 90% BEFORE I finish the Wild Mana Wand cast (solution: sit in the mid w/ ratstallion mount on, memorize the spawn locations and rush to the rare asap)
- me forgetting to use the ability I set the weakaura for, then bodyguard expiring and then me dying horribly in pvp
- me coming up the spiral staircase in front of Raethan (seemed to me that cross realms were bugged), losing the bodyguard protection and dying horribly in pvp; if you can you should AVOID using that staircase
- long periods of time with no rare mobs spawning (it CAN happen, though not often, and I just had to wait it out by watching something else)

After you get the achievement you´ll receive the mount by mail.

Just to clear up any inquiries that may arise, trading Glorious Earwax Candle for Sightless Eye will NOT count towards the achievement Underbelly Tycoon. As the achievement states, they have to be looted.

I did this with pet battles. Each gives 75 Sightless eyes. It was consistent and faster than waiting for the bosses to spawn. I hired a bodyguard from the guard captain, and kept an eye on the time, returning for another when the time was up. Enjoy, this achievement is actually kinda fun. :)

Is there a way to track how many Sightless Eye you've accrued on your character? I'd like to be able to see how many I have collected so far and how many I have left to go.. is there a macro for this or anything?

Obviously, with me spending it on items as I go to speed up mob spawns etc, I kinda lost track of my progress..

I didn't see a single mention of it. but all the rares are faction tap, so if you're on a faction that has less players, you probably won't tag a single rare.

This is NOT the fastest guide to get this, its the most efficient meaning you will earn more for playing less.
Only do this when PVP is disabled.

1. Turn up your WoW volume so that you can hear the map ping that comes with rare spawns.
2. Stand in the middle of the sewers with Ratstallion Harness and AFK doing whatever you like
3. When you hear the ping rush to the rare, and use Wild Mana Wand on every single boss before fighting them (grants double the eyes)
4. rinse and repeat

its about 30 seconds per rare, so 150-200 eyes per 30 seconds instead of wasting tens of minutes for fishing or killing small mobs around

This is actually pretty easy to get in BfA, because there's hardly ever anyone else down in the sewers these days. I didn't do a dedicated farming session, I would just do a little bit every day or a couple of times a day to finish the achievement.

Hearth to Dalaran, go in the sewers.
Does Fizzi Liverzapper have a quest today? If so, do it.
Are the guards up? If so, kill rares. (Make sure to buy a Wild Mana Wand and use it on the mob before you start attacking it.)
No guards? Open chests. There probably isn't anyone else down there who is going to gank you.

My way of maximizing eyes-per-hour rating. Solo, 120, PVE only.

1. Find either a really dead server (my case), or a really dead hour.
2. Get some lvl 25 battle pets. Anubisath Idol can solo everything there and it doesn't really need healing (use sandstorm and crush).
3. Go to the Underbelly, get yourself 175 eyes (+ 50 to switch to PVE if its PVP when you enter)
4. Switch to PVE. Buy a wand . Zap a rare before pulling. Kill it (you will get about 170-230 eyes).
5. Battle the Blind Rat to get 75 more eyes. It takes just enough time for the new rare to spawn. Go fishing at the Black Market if the Blind Rat is not up - you only need Legion Fishing 1 to do it. Fish at the green nodes, 5-10 eyes per throw.
6. Repeat steps 4-5 until the rares stop spawning. Buy more wands as you get enough eyes for it, try to avoid killing a mob without using a wand.
7. Switch to PVP, loot chests (250+ eyes), switch back to PVE. Rares will start spawning again, repeat from step 4.

Don't forget to buy wands and ratstallions, so you won't hit the cap (5000 eyes).
Takes about 6-7 hours to get the achievement this way, if you're alone there.

If you would like to farm with no PVP, you can loot all the chests during the quest Secrets in the Underbelly have to fight off some easy assassins, but all the eyes you want, and treasure chests can only be seen by you it seems.

A Short Guide to Farming Sightless Eye - post-Legion - for the achievement Underbelly Tycoon

My goal was to farm sightless eyes as quickly as possible, while understanding the mechanics at play. This was with minimal competition and no real PvP.

Bosses drop approximately 40-70 eyes ea. Using the Wild Mana Wand on the bosses will increase this amount to 165-225 eye. Wand cost 175 eyes and are good dump for eyes. I started with just a few wands at a time and as I gain more eyes, carried more around. They do not stack, but can be sold back to a vendor within 2hrs for a full refund. There is little else to loot, so you won't find your bags full.

Fishing will also provide 5-9 eyes per catch in the black market area. Using the stopwatch in the game I timed out approximately the respawn rates and how many casts I could catch between spawns.

The respawn rate is approximately 1m45sec-3m15sec. Between the spawns, I could catch approximately 5-6 fishing casts. Averaging the numbers this meant I farmed 230ish sightless eyes per 3ish minutes.

But its never that simple. A problem I encountered was a lack of respawning of bosses. This would occur every 15 to 30 minutes. I could tell if my stopwatch reached 5min without a new boss. The trick here is speaking to Raethan and shutting the guards off. Guards remain off for 5 minutes before they can be turned back on. This will cost you 100 eyes. During the guardless period chests will spawn. Small chests are the fastest to open and will give you 10 eyes. Medium take longer and give 40 eyes. One glowing chest spawn immediately but is not lootable for 20 secs after spawn. This chest is the largest and will award 100 eyes. Small chest spawn every 30 sec and medium chests every minute. After looting the last medium chest at the 5 minute mark, turn the guards on. Bosses will resume respawning. PvP mode is not as efficient as the bosses. You have to turn it on, but you want to be done with it in 5 minutes. I got about 350 eyes with no competition during this 5 minutes.

Another useful purchase is the portal keys. Portal Key: Sewer Guard Station, Portal Key: Rear Entrance, Portal Key: Inn Entrance, Portal Key: Alchemists' Lair, Portal Key: Black Market from K'huta
These keys put portals throughout the sewers and can be used to travel to any of the other portals. The Inn portal is usefull for the mages, BMAH for the shark, and the guard station for avoiding death.

Weirdly I never found myself reaching max eyes until nearing 18,000 of 20,000 needed for the achievement. Buy the pets and such if you need more capacity. Crate of Ratstallion Harnesses while useful if you don't have a movement speed increase, are hardly necessary with the portals. Use sparingly so you don't get short on wands.

This achievement is something you should do in Chromie Time with war mode on while leveling an alt. In less than 24 hours while not even devoting much attention to it I've gotten 10,000 eyes so far primarily just from the chests and Widow Sister contracts you buy for eyes by the Black Market area and have not seen a single other player. This was even done on Alleria which is normally really busy in the Underbelly. I don't really bother with calling back the guards to fight any of the rares because as a level 49 they're too spongy, time consuming and not as good of a pay off as the Widow Sisters.

Widow Sisters can be spawned while the guards are called back which means the count down for more chests is active while you're fighting them. They're extremely easy to kill and give 8-10 eyes each. I could pull 4 at once and not die. They wont despawn and there's no time limit for killing them. Don't bother with any other item to summon spawns you can kill, these are by far the best ones.

What ever you do avoid the Rotten Egg rare if you do see it like the plague. All the spiders that pop out of it give @#$%ty amounts of eyes and scale really badly in Chromie Time. They're like spiders on steroids and it takes forever to clear them all out.

Rare spawning is even more broken than other comments suggest, as of 13/05/2022. Sometimes rares just won't spawn, sometimes they spawn and then despawn instantly. Sometimes sending away the guards and bringing them back will reset the spawning, and sometimes it won't. Overall, in the current state, fishing is one of the more efficient methods of farming eyes.

Personally, I just check in on it daily and farm until rares stop spawning before giving up. You can usually get 1000 a day like this.

The fastest way I found (Shadowlands, patch 9.2.5):

Find some dead RP-realm and be there. No level restricting, no Chromie time.
The best choice is to start your own Dalaran. You can check starting time with "NPC Timer" addon and use War Mode if needed.
Ask your friend to create Trial character. Get this character to the Underbelly. After that ask him/her to invite you. This way you will be on his/her realm.
You can hold on this server even if your friend is offline or even if he/she left your party. Just ask him/her to start premade group with LFG system with any name (for example "123"). After that your friend have to make you a leader of your group. You will see an attention about listing your group. Take "list my group" option. After that your friend can leave or go offline. It won't matter for you.
Go to the water (near the black market) and fish your first Sightless Eye in Shimmering Whorl.
When you get at least 175 eyes then go to Dazzik "Proudmoore" and buy your first Wild Mana Wand.
You can buy the first one from an auction if it's cheap. But only the first one. Don't waste your money.
When you found some rare use Wild Mana Wand on them. After that just kill them.
Go and fish until next rare spawns. Kill each rare. Kill them all with the wards.
If you see No Guards debuff then go find all chests. Use them all and don't waste your time waiting for next spawning. Go to Raethan and ask him for returning guards (costs 50 eyes): Sewer Guards.
Go and fish until next rare spawns.
There is always at least one whorl but if you want more then just buy Fel Chum from Oxana Demonslay. With this item you start spawning Frenzied Pool and can continue fishing.

This cycle lets you get about 4000-5000 Sightless Eye per hour.
PS: When you have plenty of eyes go to Raethan and buy Crate of Ratstallion Harnesses. This thing with a no-cast-time mount will make you life easier.
PPS: Sometimes it stops spawning new rares. If this happens then go to Raethan and ask him for calling off the guards. Then use all chests, fish until respawning, use again, and call guards back. This is just some kind of a bug or something like that.

The same rare can spawn twice in a row. I had Xullorax spawn 4 times in a row. Because of this you should keep your map open in case this happens as RareScanner only alerts of the same rare after 3 minutes.

I encoutered the bug where rares stop spawning 4 times. To fix this simply call guards off, collect chests and do pet battles for 5 minutes, call them back on duty and they start spawning again.

Rares start spawning again after 30 to 60 seconds when the guards are put back on duty after being off duty.

Pet battling is great for Sightless Eyes, they give 75 Sightless Eyes per battle. Keep in mind though that the Young Mutant Warturtle pets do not give Sightless Eyes, only the randomly spawning rats give Sightless Eyes.

I preferred AFK'ing and waiting for pet battle spawns in-between rare spawns over fishing. Allows me to do stuff on second monitors(like intermittently writing all of this while farming) and stuff off-screen in-between spawns instead of constantly running back and forth and fishing.

It took me 4-5 hours from 7000 Sightless Eyes to 20.000 Sightless Eyes doing this.

I tracked respawn timers. I experienced 1 anomaly where out of the blue it only took 1m20s for the next rare to spawn but aside from that all of the other rares took from 1m45s to 2m45s to spawn with the counter starting the exact moment the previous one died, over-all the rares seem to have an even chance to spawn after and including the 1m45s mark with a chance to spawn every 5 seconds until it is guaranteed to spawn if it reaches 2m45s, not counting whenever the bug might occur that stops all rares from spawning.
