IMPORTANT WARNING: This questline will send you to do Mythic Eye of Azshara and Mythic Darkheart Thicket in succession, and you may not complete the quests in this chain if you're locked out of these dungeons for the week.

At some point in your journeys, the Image of Kalec (or presumably for Mages, the actual Kalec) will appear in your class hall, next to your Artifact Forge, offering the quest The Power Within.

The questline is basically a substitute for the Legendary questlines of the past two expansions, including detours into raids to collect parts from bosses. In this case though, aside from some supplemental artifact power items along the way, the end reward appears to be purely cosmetic for now (unless they add a high-level relic or something later), so you won't be "forced" into a particular grind for optimal effectiveness... beyond the standard boss grind, that is.

It appears there may be multiple conditions for unlocking this questline. However, it is ambiguous what they are, or how many are actually correlated.
I just unlocked Image of Kalec (on beta), and this is where I was at at the time, to help clue those out:

Artifact: I had 18 traits in my first artifact (according to Power Realized), only halfway to 19; only 1 trait in my second artifact (from the freebie 100 power from collection, without the quest to turn it in even completed due to a bug); no third artifact collected yet. Research Level 9 as of today (according to Artifact or Artifiction); he showed up shortly after I collected my research notes for the day (I jumped out of Acherus for lulz and ported back, there he was), so it may be a trigger.
Reputation: Friendly with the Nightfallen (just shy of Honored) and the Wardens, Honored with everyone else. Possible that reputation is a factor, but unlikely; one of the quests even seems like an intended reputation gate with the Court of Farondis that I slipped past.
Questing: Order Hall questline completed two days ago. Completed every questline in Azsuna, Highmountain and Stormheim two weeks ago. On suggestion from a friend, I completed the last two storylines in Val'sharah last night; likely that questing in these four zones is a factor. Only 5/11 chapters in Suramar completed, so this zone probably isn't.
Dungeons: Every dungeon on Heroic, but none on Mythic. The quest itself sends you out to do Mythics immediately, so it's likely that the ability to qualify for them is a factor; however, I did not yet qualify for the Court of Stars or Arcway.
Item level: 839

EDIT 2016/09/07: Image of Kalec just appeared to me on live as I reached enough points for (but hadn't yet invested in) my 17th artifact trait. My ilvl was lower this time around (835, 834 equipped), and I'm only Research Level 1... but other than that, my reputation, quests and dungeon experiences were all equal to or better than what was listed above.
It's been suggested to me that the quest may simply pop up 3 days after completing your class campaign. That matches up with my experiences on live, but the math isn't quite there for my beta experience, although that could easily have been adjusted between beta and live. (Could also be my crappy memory, but my campaign tracking in beta screwed up and gave me credit for all classes except Priests about 5 days before this post was made, so I have no proof one way or the other.)

- Currently 840 Item Level, thought it might've been a benchmark to get the quest to show up. Nothing.
- All story chapters done in each zone except Suramar. Currently bugged at the seed part, unable to plant seed due to fully grown tree taking up all the space. Might go run around and see if there are some random chains I can work on finishing.
- 1/11 Suramar chapters completed. Others have noted at least a 5/11 completion. Might be something to this.
- Class Hall campaign is finished.
- 18 Traits in my main weapon, 14 Traits in both my other weapons.
- All heroic dungeons cleared, 2 Mythic dungeons cleared.
- All my reputations are at least Honored except Nightfallen and Wardens, with them being Friendly.

Update: Kalec finally decided to stop by and say hi.
Only thing really different from everything I posted earlier is I got the achievement for the 10 Artifact Knowledge thing, I'm 842 Item Level, and I was able to plant my seed/did the Withered scenario.

I just got this quest. 851 ilvl, 3 dragon artifacts, lvl 14 artifact knowledge. I saw it pop up right after I used the artifact knowledge scroll. Since it seems you guys got it a lot earlier, it probably is totally random.

I had Kalec to appear in my Order Hall once my 10th artifact research order finished. I have researched 22 traits of my artifact before then, and had 853 ilevel. Looks like it is tied in with the artifact research.

I had this appear today. 832 ilvl. No knowledge yet. All heroics completed. Class campaign complete. Artifact level 17 (no OS).
All zones complete bar 8/11 Suramar. All rep but Wardens honored.

844 as WW ( 18 traits)/ 842 as brew ( 13 traits), all dungeons completed on Mythic ( except the suramar ones, missing 200 rep Q_Q ), all zones completed ( minus 3 rares in highmountain and 1 treasure in Suramar), all reps on honored or revered, no kalec in sight.

Decided to complete the obliterum forge quest line, teleported to the Order hall and bam instantly, Kalec was there.

TLDR: The obliterium forge is required for you to receive this quest line.

It SEEMED to trigger for me and a guildie after doing a couple of arenas together, I was PvP level 4 and he was almost 3. It DIDNT trigger for our 3rd guildie that was doing arenas with us but he didnt have his order hall campaign complete, hope this helps :D

Got it today. Besides 840ilvl, all zones complete, campaign complete, 8/11 suramar, honored everywhere, only thing that changed today for me was getting 18th trait. Rogue, if that matters.

You want this Quest ?
Dont worry i know how to get it !
Go to the north of Aszuna and find Normantis the deposed in a cave .
then get back to your order hall and start the quest !
Notes : i did it after i completed my class campaign and was honored with everywhere.
Good luck

Edit : After gathering more information i found out 2 things that needed for this quest :
2- Around 100 rares killed

I completed the Priest Campaign less tan 24 hours ago and Kalec showed up JUST after I returned from a skirmish (I queued alone next to the spawn point of Kalec).

Two demon hunter guild mates tested it right after this and they got the quest after finishing a skirmish too, both of them having completed their respective class campaign yesterday.

I think the trigger is 100000 Artifact Power earned. Just before finding the quest I could buy the Waist from the Class Hall set which has 100000 AP as requirement. Have 19 traits in main weapon+4000 and 13 in off spec weapon.

I am confirming what other people have done. As I just did it. I completed my class campaign. I immediately ran an arena skirmish, though I lost. When I left the arena kalegos was next to my forge with the quest. Aldrachi Blades are 861, and my glaives are 853.

For those who are wondering how to get Kalec to spawn to start the quest, you must wait at least 3 days after you complete your class campaign for him to show up. i had all the other methods that were possibilities others had mentioned completed but nothing had happened. i finally completed my campaign on 9/8/16 and he was there about the same time as i finished the campaign on 9/11/16 three days later.

Popped for me today, and I've never done any form of pvp on my demon hunter. It appeared after using several artifact power items (about 5k worth) I had in my bags.

So I logged in today as my warrior main, and didn't have the quest. Went about my business and started doing some WQ and doing treasures and continued my questing in Suramar.

I did some quick math thinking it was artifact power related. Altogether I have 62,500 AP gathered/spent across my three artifacts, so I don't think this is it.

I completed the first leyline quest in Suramar, a possible baseline but from what I see in comments here, lots of people should have reached this easily and this not be the funnel.

However, I did hit Honored with Nightfallen today, bringing all my reps up to Honored or higher (only Valarjar and Highmountain are Revered but this was done yesterday and didn't trigger the quest)

I'm thinking either it's getting Honored with all 6 factions, or unlocking 5/8 of your class order hall gear set, because when I hit Honored with Nightfallen I noticed I unlocked the gloves, and yesterday I unlocked the boots and chest with campaign completion and hitting Revered with two factions.

I see a lot of people mentioning PvP skirmish stuff, but I haven't done anything that requires a queue for PvP. I am rank 10 but that's entirely from doing watcher towers.

This might be scepticism but I found that the quest triggered after I finished the quest line for looking into Illidan's past. I'm not sure what started that quest line but not long after I finished it, my next log-in, Kalec was there and I received the quest. Has anyone had a similar experience?

If you are trying to figure out where you are at on this achievement and having issues, check on The Emerald Nightmare: Essence of Power. That quest must be completed as part of the achievement.

So I just finished the 30/30 corrupted essence last night. Heres what happens after

You are sent back to kalec and senegos. You are then sent to shal'aran with kalec and get 3 more quest to do.
All these quest require you to kill the last boss as well as be on mythic difficulty FYI
1.You must retrieve an item off the last boss in arcway.
2.You must retrieve an item after the first boss in court of stars located on a platform to the right of the construct you kill going into the building after the first boss
3. You must retrieve an item in vault of the wardens. The item is located just ahead of the elevator going into cordana's trash room.

So after you do those 3 quest you are sent to Skold-Ashil in stormheim to Ashildir with kalec. You are sent to Maw of souls and defeat helya. You also receive another quest to kill 3 elite beast and retrieve items from them to prepare a feast for odyn.

The beast are located in stormheim just north of Aggramar's Vault.
Highmountain just west of the Shipwreck Cove flight point.
And Azuna just north of the Felblaze Ingress FP (on the river in between azuna and suramar)

After completing those 2 quest you are then sent into halls of valor to receive Odyn's Favor. The Quest says it can be completed on heroic or mythic, but I completed it on mythic just to be safe. You will get a feast for odyn and need to place it at the start of the dungeon when you zone in. There will be a little platform by the mythic keystone object. Place the feast and the quest will update to receive Odyn's Favor. Do the dungeon and defeat odyn and wait until his RP is done and you will complete the quest. Go back out to Skold-Ashil and turn in the quest. You then talk to kalec to be told that you get to WAIT UNTIL NIGHTHOLD COMES OUT TO DO THE NEXT PART OF THE QUEST. WELCOME TO KADHGAR LEGENDARY RING 2.0. ENJOY WAITING FOR NIGTHOLD. TY GUYS PEACE

The area you are sent to is Faronaar and you will be killing demons in the area for the fragments. The best place I found to farm the fragments is any area where there are demon dogs. They respawn quickly and have low hp. The mini boss has about 32mil HP and does have mechanics. It is recommended to get at least 3 people tank/healer/dps to kill it easily.

After killing the mini-boss and returning to kalec you are sent to Skold-Ashil in stormheim to Ashildir with kalec. You are sent to Maw of souls and defeat helya. You also receive another quest to kill 3 elite beast and retrieve items from them to prepare a feast for odyn.

After completing "Essence of Power" (collect 30 essences) in Emerald Nightmare today i had to do the following:
-click something in Azurewing Repose
-go to Shal'aran in Suramar
-3 new quests:
1. go to the Arcway instance, loot an item from a boss ("Rite of the Captain") Quest ID: 40675
2. go to court of stars instance, find a book ("Literary Perfection") Quest ID: 43524
3. go to the vault of wardens, loot an item ("Borrowing Without Asking") Quest ID: 43525

the quests are not in the wowhead database

So, as of right now (Couple weeks into October, 2016) as far as you can get towards completing the "Balance of Power" questline is up to the quest "Planning the Assault", which is to await the opening of the Nighthold Raid,

After collecting 30 corrupted essence from Emerald Nightmare - you'll be sent to Mythic Arcway, Court of Stars, Vault of the Wardens.Then to kill some crap in Azsuna, a couple of elites in High Mountain, Stormheim and also Azsuna.... then to Mythic Maw of Souls and lastly Mythic Halls of Valor (That leads to Planning the Assault) I'm probably messing up the order of some of that. There were a couple AP awards along the way (one for 6k at level 8 research)

With some of the storyline thats included in this... it sounds like this is something that will eventually conclude with the Halls of Valor raid, whenever that is.

TL;DR - No Artifact Appearance from this yet.

So after getting your 30 corrupted essence from Emerald Nightmare, which i did this Wednesday, you have to complete a series of quests after. Which requires a certain rep with the nightfallen, in order to continue. (As you have to enter CoS and Archway at some point)

After a rather long quest line (4 hours) which requires you to enter almost all Mythic dungeons, but finally after you gain Odyns blessing we all have to await the opening of The Nighthold raid :(

So it doesnt matter how lucky you are with RNG, you still wont be able to unlock your new artifact skin! I did however stream the questline and ill export this to youtube if there are some interest.

Don't bother rushing this quest chain right now. You will have to wait untill The Nigthold raid unlocks before you can complete the chain. Basicly a big "%^&* you" from blizzard. Thanks blizzard.

Jeez. All this just to unlock a new skin for the artifact weapon. And it's not even available yet until Nighthold is released, which will no doubt require you to farm another 30+ magical McGuffins.
At least with the cloak/ring quests in MoP and WoD respectfully, they awarded a legendary item.
I hope this is an account wide unlock, because I sure as Hell am not doing this again on alts.

I have seen other Demon Hunters walking around with the Balance of Power skin unlock. Im about to lose my mind at this point since my current progress (listed below) indicates that I should have run across this quest line long ago.

Is this quest line account wide? Would it unlock all artifact appearances for all characters one has? I would assume that would not be the case and each third row for every artifact will be gated by this humongous quest line.

Can confirm after just completing this achievement, it is not account wide, it only unlocks the appearance for the character you earned it on.

Hey guys, quick question for those who already got the achiev'

Is it account bound ? I mean if i've done it and got the tint on my main, will my alts gets the tint even if i haven't completed the quest chain on it.
I think i already know the answer but i've got some hope ^^ because it would be a pain in the a*s to have to get the achiev on every character :D

Just tanked a +15 after hours of pugging and barely missing the timer. Was stoked to finally have a new artifact appearance. I noticed it was still locked and after a quick google search, I found out a 5-man dungeon appearance is gated behind a very long raiding achievement. M+ for me is great because I don't spend more than an hour a day in an instance and can gear up and enjoy a challenge. Unfortunately, Blizzard doesn't think that nonraiders deserve a skin on that row. Bummer.

Yet another part of the game I will miss out on (the appearances) because I have an anxiety disorder and cannot raid outside of LFR. Thanks, Blizzard. I know many in this position. I understand that the entire world cannot pander to mental illness - but this is a game, and many of us use it as a release. I just feel sad about this.

One of the last few quests.. and pretty much the biggest roadblock in terms of time (if u already have the rep).. is Into the Nighthold which requires you to collect 20 Nightshard from Nighthold bosses. Just a few pointers:

You can only get Nightshards ONCE from each boss on ANY difficulty (unlike Corrupted Essence from EN).. so can't just run normal, heroic (& mythic for the big guns) & finish in a single week. Will take at least two weeks.

Doesn't drop in LFR.

If you've already cleared the raid once this week on Normal BEFORE picking up the quest.. no shards will drop for you this week even on a different difficulty.

Not a guaranteed drop.. some bosses won't drop any Nightshards.. but rarely you can get an Immaculate Nightshard Curio which gives extra Nightshards (I got 1 curio in two runs and it contained 3 shards, but some have reported getting only 1 shard from it). You can get both this and a Nightshard separately from the same boss.

If you manage to collect 20, make sure to quickly hearth out, submit the quest in Shal'aran and pick up the next quest (Darkness Calls) BEFORE killing Gul'dan.. otherwise you'll have to wait another week. Hopefully your group will be nice enough to summon u back.. which they should because plenty of people speed running normal NH for this quest.

I am never going to complete this. Even if I can get into mythic dungeons I will never be able to get into normal or higher raids.

There are several tertiary requirements that you'll need to meet to be able to progress along the Balance of Power quest chain at various points. You can and should work towards completing these as soon as possible if you want to complete the quest chain quickly. If you wait to pursue these objectives until you're forced to by a quest, you'll increase your total time required to complete this chain significantly, as, especially in the case of Reputations, progression is time gated.
In the order they become relevant, they are:

Complete your Order Hall Campaign through A Glorious Campaign, Forged for Battle, and Roster of Champions. This is required for Kalec to appear in your Order Hall and offer The Power Within. It usually takes him 1-3 days after you've done this to appear.
Complete the "Behind Legion Lines" quest objective of Azsuna Matata, beginning with Into the Fray and ending with Dark Revelations to unlock and then complete the "Defending Azurewing Repose" quest objective of Azsuna Matata, beginning with Journey to the Repose and ending with Hunger's End in Azsuna. This is required before you can turn in The Power Within to begin the Balance of Power chain in earnest.
Earn Honored Reputation with the Court of Farondis. This is required to purchase the Vainglorious Draught from Veridis Fallon for A Vainglorious Past. This is the last tertiary objective you'll need to have done before you can begin Emerald Nightmare for your 30 Corrupted Essence for The Emerald Nightmare: Essence of Power. which will take you at least two raids to do unless you are extremely lucky.
Complete the "Nightfall" quest objective of Nightfallen But Not Forgotten, beginning with Khadgar's Discovery and ending with Arcane Thirst, then complete Shal'Aran to unlock and then complete the "Moon Guard Stronghold" quest objective of Good Suramaritan, beginning with Not Their Last Stand and Fate of the Guard, and ending with Last Stand of the Moon Guard in Suramar. This is required before you can complete Repaid Debt and progress the Suramar portion of the quest chain.
Earn Revered Reputation with The Nightfallen. This is required to purchase the Scroll of Elun'dris from First Arcanist Thalyssra for Lost Knowledge which you'll need to do as soon as you begin the Suramar portion of the quest chain.
Earn Revered Reputation with the Valarjar to prove your worth to Eyir and receive the Mark of the Valkyra for The Mark in Stormheim. This is the last tertiary objective you'll need to complete, and is required before you can progress the Stormheim portion of the quest chain.

Lastly, while not a requirement, it is recommended that if you manage to collect all of the Nightshard for The Nighthold: Into the Nighthold before you kill Gul'dan, that you return to Shal'Aran as soon as you have them and The Nighthold: Delusions of Grandeur completed, because you will not be able to loot the Eye of Gul'dan during the same week for the next and final quest, The Nighthold: Darkness Calls, if you have already killed him.

Edit: As of Patch 8.0.1, The Nighthold: Darkness Calls appears to be available alongside The Nighthold: Into the Nighthold and The Nighthold: Delusions of Grandeur instead of being made available after them.
