long story short this takes the pets frenzy effect and gives you the frenzy effect. its one of those once every cooldown abilities except in the rare case when Pet frenzy isnt at 5 stacks

Looks like they still want BMs to be machine guns of WoW, they took Serpent's Swiftness, but gave Focus Fire.
If you ask me, I like that change;)

Focus Fire now lasts 20 sec, up from 15 sec.

The Frenzy/Focused Fire mechanic is being changed in MoP. It is significantly more powerful than it is in 4.3. but it will be used far less often.

On live frenzy grants the pet a 10% attack speed buff (5 x 2%) lasting for 10 sec, and this buff is consumed to grant 15% haste (5 x 3%) to the hunter for 20 sec and restore 20 focus (5 x 4) to the pet.

In MoP Frenzy is a 75% attack speed buff (5 x 15%) for the pet lasting 30 seconds and consuming the pet buff grants a 40% haste buff (5 x 8%) to the Hunter (which the pet dynamically benefits from anyway) lasting 20Sec and also restores 50 focus (5 x 10) to the pet.

It should also be noted that Frenzy now has a 40% chance to apply a stack after any Basic Attack rather than a 100% chance after Basic Attack crits, meaning stack reliability does not scale directly from crit but only indirectly in so far as your ranged auto-crits and Arcane Shot crits grant your pet focus increasing the number of Basic Attacks it can achieve, and the buff stacking scales with haste for more or less the same reason (more haste = more Basic Attacks).

In early beta iterations pet focus regen was very low and the Frenzy buff only was lasting for 10 seconds, this meant that Frenzy almost never reached 5 stacks. Currently with a 30 second duration and pet focus regenerating from Go for the Throat procs, this problem is not so pronounced.

Unlike live, where Frenzy and Focus Fire both have about an 80~95% uptime, in MoP Focus Fire and Frenzy will be less common but multiple times more powerful. The closest analogy I can think of to an existing mechanic is the Dark Infusion and Dark Transformation mechanic of Unholy Death Knights.

Unlike DI/DT, Frenzy/FF is not as controllable because you cannot pool any sort of resource to restack frenzy as soon as it is consumed, except frenzy can resume stacking immediately after it is consumed unlike Dark Infusion which cannot stack until Dark Transformation ends, and bot the pet and the hunter benefit from consuming Frenzy.

Frenzy can be considered as the resources for Beast Mastery Hunter, each stacks of Frenzy increase Hunter's pet's attack speed by 4%; one can have 5 stacks of Frenzy max.
it generate by:

Claw / Smack / Bite (Basic Attack, 40% chance to generate 1 stack of Frenzy)

when and only when Hunter have at least 1 stacks of Frenzy, this spell can be cast to consume all stacks of Frenzy:

Focus Fire (restore 6 Focus to Hunter's pet and increasing the Hunter's ranged haste by 6% for each Frenzy stack consumed for 20 sec)
