If it's a quest that gives XP, this bonus gives more XP when turned in. If it's a mob that gives XP, this bonus gives more XP. Nothing more, nothing less.
Rank 2 replaces Rank 1.

Perks apparently due to come out with Mists of Pandaria include:

The Doctor Is In ~ lvl 10
For Great Justice ~ lvl 20
~ lvl 21
Working Overtime ~ lvl 22
Time Off ~ lvl 27
Otherworldly Discounts ~ lvl 30

As you can see, the way it currently is, all but two of these will be immediately available to a lvl 25 guild. Hope the list helped, feel free to add to it if more is announced. :)

Now that in 5.0.4 every level appropriate quest counts for exactly 60,000 guild exp, we can calculate how many quests a guild would need to do in order do level their guild. For people, like me, who are solo-leveling a guild for their own personal use, it is now possible to do so quite easily.

ANY level appropriate (not gray) quest (except certain unlimited repeatable ones like Return to the Abyssal Shelf) to include:

Daily quests from Tol Barad, Firelands, Therazene, etc. This includes Wrath of the Lich King dailies that are green (they go gray at level 93, or Burning Crusade daily quests (until they go gray at lvl83).
The Warchief's Command or Hero's Call quests.
The Darkmoon Faire daily booth game quests (such as The Humanoid Cannonball and Target: Turtle, despite them giving no regular exp.
And as a rule of thumb, any other quest from 1-90 including those in starting areas, that counts towards 3000 Quests Completed.

The best advice you can get for leveling a guild is: Get out of the Dungeon Finder! Now that all level appropriate quests give 60,000exp, leveling a character through zones is going to be the quickest way to level a guild as there are only so many level appropriate quests (mostly dailies) at max level.
