Need to knows about Rapid Fire:

On top of the ranged haste increase, it increases Focus regeneration as if it were normal haste.
It will increase your pet's Focus regeneration, but not its attack speed. This includes pets summoned by Stampede
It does not trigger a global cooldown.
Despite this, the ability cannot be used off the global cooldown (i.e. if you use an ability like Arcane Shot, you cannot use Rapid Fire until the global cooldown is up).
The cooldown is now always three minutes as of MoP.

***As of 6.0.2: Rapid Fire is no longer a base ability for all hunters, it is now a Marksmanship Hunter only ability.

Fun fact: currently, as of 6.0.3 it increases haste by 40%, and then increases it by 40%.

In other words:
First, it takes your current haste and increases it by 40%. So if you have for example, 40% haste from ratings and raid buffs, Rapid Fire will increase your haste by 40%, adding 16% haste, resulting in 56% haste.
Then, it slaps flat 40% increase on top of that, resulting in 96% haste, with total benefit of 56% haste from Rapid Fire
