After some brief testing, this ability appears to only apply to mobs that you are currently in combat with. Similar to the way that Starfall works for druids. There is no risk of pulling a mob when using this. Unfortunately, that means you can not pull a mob either.

Does this spell count over heals? Like if I use it at full health will it do no damage, because it didn't heal me at all?

Note that expel harm can be used out of combat to build Chi, so you can start every fight with full Chi.

Edit: Chi now decays out of combat, so you can't get to full Chi. If you use Expel Harm out of combat, you need to spend that Chi within a couple of seconds.

This is your self-heal equivalent to Victory Rush and Death Strike. Use on CD to also help build up chi. You can use this to build up chi out of combat as well.

This scales with vengeance, it's possible to get huge heals as a brewmaster with it!

Edit:

For people wondering how it interacts with a Brewmaster's "Desperate Measures" effect, when you are under 35% health and you cast this spell, it will not incur a cooldown. Even if that Expel Harm puts you over 35% you will not incur a cooldown. Obviously this is meaningless information to raid tanking brewmasters, but for people who can be precise it gives you a huge survivability advantage if a healer is dead as long as you only press the button under 35%.

It seems that this move will be used instead of Jab in some occasions in the Windwalker rotation when the amount of health that it heals (which doesn't count as over-healing) is double that of how much damage Jab does.

Also it disarms the target if you shout the words "ExpeliHarmus.

A very good ability that does very good dmg for being a principle chi generator. If it wasn't for the WW mastery, it would be used on cooldown in every rotation, and may still be in pvp.

Usable out of combat, so you can build up to 3 Chi (in Stance of the Fierce Tiger) in order to use ~~Tiger's Lust whenever you want~~, Fists of Fury just because and, of course, ~~throw Hadouken at random NPCs every 15 seconds to your heart's content.~~ ~~Unfortunately, due to stance restrictions, you can't use Breath of Fire~~.
Admittedly, I also use this spell in combat, sometimes.

EDIT : Look how out of date this post now that Tiger's Lust and the level 30 talents don't require Chi anymore. The point about Fists of Fury still stands though.
iamleejn has a great tip regarding Brewmasters ! "Can also be used before a pull to get two Chi for a Brewmaster: Expel Harm in Tiger stance, wait for one chi to decay then switch to Ox stance and Expel Harm again. Presto! You can now pull that boss with 2 Chi instead of 0."
What s/he forgot to mention was the most important part : you can use Breath of Fire out of combat as much as you like, so you can run around and spit fire on your raid mates' faces during breaks ! Have fun ! (Yes, I did respec my WW/MW monk in a heartbeat just to try it out !)

Just a warning, this will ignore Line of Sight. I've had it tag things below deck on a pirate ship while saving Booty Bay while I was above deck.

The glyphed version of the spell has a different SpellID: Expel Harm

For tracking it in weak auras you'll have to put that ID in manually, as opposed to just throwing in the name.

I'd like to point out that Expel Harm double dips from Tigereye Brew to make a pretty powerful damaging spell while under the buff's effect. Since you receive 160% of your normal damage AND healing, and Expel Harm is a heal-> damage move, the rough math should look something like this:

I normalized these values to healing done by an unbuffed Expel Harm (i.e. an unbuffed Expel Harm = 100%) for easier comparison

Pop brew
Heal for 160% of normal Expel Harm (100% * 160%)
-> Damage would then = 80% (160% * 50% because Expel Harm damages half of its heals done) of UNBUFFED heal
-> But damage increased AGAIN by brew (80% * 160%)
-> Damage = 128% of an UNBUFFED heal

That means Expel Harm's damage component does ~2.5 times more damage than normal while under the effect of Tigereye Brew.

Expel Harm heals a pretty nifty amount, especially under other procs (which will further increase the damage). On my own monk, I can get Expel Harm to hit as hard as my Blackout Kick when Tigereye is up. Considering that both the healing and damage components of Expel Harm can crit, it hits way harder than Jab (your only other single target Chi generator anyways), it gives you your two Chi, and you get a hell of a cheap heal out of it, I'd say it's more than worth using once while under effects of Tigereye Brew.

I love this ability, it has made farming old content (raids etc) soooo much more fun. It can be the difference between not being able to farm an old raid and being able to.

I have also found (if it hasn't been mentioned) that you can use it as just a standard heal out of combat: Perhaps you are roaming around timeless isle and you are on the run from a mob, you can expel harm and of course heal yourself, but you can use it as a quick fast heal in between mobs where you don't really care about doing any damage.

Granted you'll actually want to refrain from using it that way in raids and dungeons, but I have also found that sometimes with healers who are VERY attentive it can be difficult to get the most efficient use out of the spell.

Which I assume is one of the reasons most windwalker monks I've ran into on my port warrior are friggin crazy and seem to purposely pull everything
